Under general supervision of Road & Bridge Manager, Superintendent is responsible for coordinating the construction and maintenance of assigned county roads, managing and organizing various work schedules of subordinates, contractors, budget planning, and administration. Plan and oversee all asphalt projects and equipment maintenance associated with or assigned to the Public Works Department. Perform supervisory responsibilities in accordance with the County’s policies, procedures, and applicable laws.
Duties and Responsibilities:
Directs workers engaged in maintaining and constructing roads and bridges; oversees the operation and maintenance of equipment and facilities; inspects completed work for conformance to blueprints, specifications, and standards; maintains work records and prepares various activity reports
Oversee daily operation of the asphalt paving crew including, but not limited to, oversight of paving crew and truck drivers and coordination with dispatcher for proper asphalt delivery. Perform daily equipment walk around and site inspections to identify and correct any unsafe conditions and keep equipment properly maintained.
Directs and supervises staff, encompassing all administrative functions, including interviewing, hiring, training, scheduling, assigning work, reviewing performance, administering discipline, and addressing employee related issues. Ensures employees are following established safety policies and regulations
Performs as lead estimator and project planning resource to senior staff; including work performed for contractors
Investigates and resolves citizen’s requests and concerns
Represents the precinct in establishing and maintaining effective working relationships with county staff, public officials, contractors, engineers, other agencies and the general public
Perform any other duties or responsibilities that may be assigned.

Requirements
Education:
High school diploma or G.E.D. equivalent from an accredited educational institution.
Experience:
Seven (7) years’ of road and bridge maintenance and construction experience
Comparable combination of education, training and/or experience may substitute on a year-for-year basis
Licensure:
Must have a valid Texas driver's license
Knowledge, Skills, and Abilities:
Must have thorough knowledge of asphalt techniques, materials, and equipment necessary for proper road construction and maintenance
Must have basic knowledge of bridge construction and maintenance
Must possess strong verbal and written communication skills
Ability to communicate with lead staff, Supervisors, & Contractors
Ability to document all work performed through asset management software
Ability to operate road maintenance and construction equipment
Proficient ability to multi-task and effectively lead teams to execute a range of precinct objectives and timely completion of projects
Proficient in construction and project management with the ability to identify obstacles in the construction progress and resolve them

Work Environment and Physical Demands:
Work is on active construction sites involving pervasive hazards associated with heavy equipment and tool operations; speeding traffic; loud and constant noise; and regular exposure to chemicals, dust, fumes, and combustible materials. Required to work outdoors on varied and often unstable terrain involving exposure to varying weather conditions of extreme hot and cold temperatures. Some working conditions require special precautions and the use of protective gear (e.g., hard hats, respirator masks, gloves, etc.).
Essential functions involve significant physical demands related to repeated lifting of up to 50 pounds unassisted, 100 pounds with assistance rarely; carrying tools, materials, and equipment over rough terrain; climbing, reaching and bending. Frequently required to walk, sit, talk, drive, hear, bend, stoop, twist, and balance; need the ability to occasionally kneel and crawl; need the ability to grasp manual controls and the ability to use foot controls and operate gas, diesel, and electrically powered equipment.
Employment may be contingent on passing a drug screen and meeting other standards.
