Requirements
English Language Programs, funded by the Bureau of Educational and Cultural Affairs (ECA) at DOS, places experienced U.S. TESOL professionals at educational institutions on short- and long-term assignments in all regions of the world, both in-person and virtually, through its three programs: the Fellow Program, the Specialist Program, and the Virtual Educator Program. Program participants serve as cultural ambassadors who advance English language learning and foster mutual understanding through cultural exchange. GU’s Center for Intercultural Education and Development (CIED) is the current administrator of ELP.
The Director of English Language Programs (ELP) provides strategic oversight, operational leadership, and program innovation for a major, high-impact and multi-faceted international exchange initiative sponsored by the U.S. Department of State (DOS) and administered by Georgetown University (GU). This senior/executive leadership role oversees all aspects of a complex, multimillion-dollar portfolio that includes overlapping Cooperative Agreements with DOS totaling $75M+, as well as several dozen individual awards from the U.S. Embassies and public-private partnerships totaling $7M+. The ELP Director ensures program effectiveness, fiscal accountability, and full compliance with federal and institutional policies, while serving as the primary liaison between the program, DOS, U.S. Embassies, and other key stakeholders. In this role, the ELP Director manages a dynamic team of program professionals at GU and collaborates with both internal departments and a wide network of external partners, consultants, and contractors. Key areas of responsibility include:
Program Leadership and Stakeholder Engagement
Provide high-level oversight and strategic guidance across all program functions to ensure quality, consistency, and impact.
Serve as the primary representative and point of contact for DOS, U.S. Embassies, and public-private partners on matters related to program policy, budget, implementation, evaluation, and reporting.
Develop and monitor strategy for work with external partners, contractors, and consultants engaged in program outreach, recruitment, IT development, and other specialized functions.
Collaborate with DOS to develop and implement new initiatives and special projects aligned with evolving program priorities.
Manage a 28-person program team of managers and coordinators, with direct supervision of the Associate Director and the Outreach, Learning and Development, and IT Projects managers and their teams.
Financial and Contractual Oversight
Collaborate with internal GU teams to develop, monitor, and manage program budgets across multiple funding streams, totaling over $80M.
Oversee contractual agreements related to participant assignments and ensure compliance with all federal, institutional, and partner requirements.
Ensure accurate reporting and tracking of all program expenses and obligations.
Direct Operational Oversight of Core Program Activities
Provide direct, year-round oversight of three core operational areas—Outreach, IT Projects, and Learning and Development— by collaborating closely with the team managers to ensure high-impact programming and strategic alignment in the following areas:
Program Outreach and Promotion (Guide year-round marketing efforts, including the program website, social media strategy, and program presence at regional and national conferences).
Program Engagement and Alumni Relations. (Manage alumni relations and program evaluation activities; Oversee the online Community of Practice for current and former participants; And develop and implement professional development opportunities for the ELP community, such as the Training of Trainers, Master Classes, and orientations).
Technology and Systems Management (Lead the ongoing development and implementation of complex IT systems and tools, including the proprietary Knowledge Management System, Salesforce CRM, online Community of Practice, and program website).
Indirect Operational Oversight of Core Program Activities (through the Associate Director)
Provide year-round oversight of three program teams—for the Fellow, Specialist, and Virtual Educator programs—which are directly supervised by the Associate Director, to ensure high-quality implementation and a positive, successful experience for all program participants, as follows:
Program Recruitment and Applications (Guide the recruitment process for 800+ annual assignments).
Oversee the management of the online application system, candidate eligibility review, interviews, and creation of assignment rosters.
Participant Onboarding and Deployment (Ensure successful implementation of the onboarding processes, including the annual in-person orientation for English Language Fellows; Oversee participant deployment to assignments and provide ongoing assignment monitoring; and Guide the resolution of participant incidents, addressing issues and emergencies with prompt and effective action).
Work Interactions
The ELP Director reports to CIED's Executive Director, keeping the CIED Director informed at all times of program activities and developments. As a key member of a 28-person team responsible for administering English Language Programs, the ELP Director engages with a wide range of stakeholders, including TESOL professionals (as program prospects, candidates, participants, and alumni), internal CIED staff, GU partners, consultants, DOS staff, and personnel at over 100 U.S. Embassies worldwide. The ELP Director also collaborates closely with DOS on strategic planning and award management. The position also includes overseeing year-round recruitment; vetting and matching applicants to the U.S. Embassy projects; managing participant assignments; maintaining outreach with alumni, TESOL institutions, and professional communities; providing and expanding professional development opportunities for participants and alumni; and leading new and special initiatives. These program activities are supported by a robust digital infrastructure, including social media platforms, the program website, an online Community of Practice, a proprietary Knowledge Management System, and a Salesforce CRM.
Requirements and Qualifications
Advanced degree in TESOL or a related field, or a BA degree with equivalent professional experience
Professional experience in TESOL or a strong understanding of the TESOL field
Proven supervisory experience, including oversight of individual staff and teams
Experience managing federally funded exchange programs or administering educational projects and initiatives
Demonstrated ability to write proposals and manage multimillion-dollar awards and budgets
Experience working with U.S. government stakeholders to ensure policy compliance and accountability
Experience with online database administration, or a willingness to learn relevant platforms for effective management and oversight
Highly developed adaptive leadership and resilience skills
Strong interpersonal and communication skills
Exceptional ability to collaborate effectively with diverse teams and stakeholders
Strong analytical skills, with the ability to synthesize and conceptualize feedback from multiple stakeholders
Proven ability to prioritize tasks, manage multiple projects, and thrive in a fast-paced, dynamic environment
International (overseas) experience
Willingness and ability to travel both domestically and internationally

Pay Range:
The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is:
$80,429.00 - $157,238.93Compensation is determined by a number of factors including, but not limited to, the candidate’s individual qualifications, experience, education, skills, and certifications, as well as the University’s business needs and external factors.
