About Us: F2 Solutions, LLC, a SeaPort Next Generation Multiple Award Contracts vendor, specializes in delivering top-notch program management, grants management, information technology solutions, and related support services to federal agencies. We are seeking a highly experienced and motivated Capture Manager with U.S. Navy background and experience to assist our dynamic team with acquiring professional support services via SeaPort NxG (SIN 541330 - Engineering Services). 


Job Description: The Capture Manager will play a critical role in our organization, helping us identify, pursue, and win opportunities posted on the Navy’s SeaPort-e platform. The ideal candidate will possess a Secret level security clearance, have prior experience supporting Navy contracts, have an existing network of contacts, and understand appropriation and legislative language. Key responsibilities include:

  • Market Research: Responsible for conducting market research to ensure that the company is well-positioned to capture relevant work scopes within the Navy and/or Department of Defense. Identify task orders or contracts within the SeaPort-e platform that align with the company's capabilities. Also responsible for monitoring GSA eBuy! and other platforms for similar contract opportunities and fostering relationships to pursue the same.
  • Business Development: Build and maintain strong relationships with clients and stakeholders within the Department of Navy and other relevant organizations, including Contracting Officers, Program Managers, and Subject Matter Experts. 
  • Proposal Development and Support: Assist in the preparation and writing of high-quality proposals to secure new work. Developing and implementing winning strategies for specific task orders will be critical, including understanding the customer's needs, requirements, and priorities.
  • Project Management: Oversee and manage awarded projects to ensure successful delivery of services, meeting or exceeding client expectations. Provide support including but not limited to conducting research; performing data analyses; conducting complex database queries; ensuring the integrity, accuracy, and security of data; using applicable software and/or programming languages; and providing technical expertise on varied contract support and reporting matters.
  • Compliance and Reporting: Ensure projects comply with federal regulations and reporting requirements.

Qualifications:

  • Experience: 10+ years proven experience supporting Department of Navy contracts and understanding of the intricacies of the SeaPort-e portal, procurement procedures and contract terms and conditions.
  • Education: Bachelor’s degree. Master’s degree and/or PMP preferred.
  • Security Clearance: Must possess a Secret level security clearance.
  • Knowledge and Skills: Strong project management skills, with the ability to manage multiple projects simultaneously. Knowledge of Federal and DoD guidance and regulations is required.
  • Communication: Excellent written and verbal communication skills, with experience in proposal writing.

Compensation: $150,000 - $165,000 + commission (salary to be determined based upon background and experience)
