The following position is to join our RTX Corporate team:

The Government-Wide IDIQ Program Management Office (PMO) in the RTX Contract Vehicle Center (CVC) is in search of a Senior Program Manager. This position is part of the PMO that manages GSA Schedules, OASIS+, ASTRO, CIO-SP3, EWAAC, PD Aerostats, and the DTIC IAC MAC multiple award contracts. The team works in a highly dynamic and virtual environment across the RTX enterprise that includes Raytheon, Collins, Pratt & Whitney, BBN, and RTRC. The position provides an exciting opportunity to experience front-end business capture strategies, Task Order execution, and enables knowledge of RTX products/programs while growing a professional network across the enterprise.

The PMO leverages the effective RTX IDIQ infrastructure and process to support business growth and use; assists in the pursuit of task orders and new vehicles; ensures contract compliance and appropriate use; and facilitates awareness and training to both internal and external customers. The Sr. Program Manager will work with business performers across the entire company and will interact with end user customers as needed and appropriate.

What You Will Do

  • Central point of contact for internal performers, industry, and customers on our IDIQ contracts.
  • Manage task orders pursuits in partnership with businesses.
  • Maintain knowledge and connections with internal task order PMs and functional representatives during execution of task orders.
  • Provide strategic insight into GSA task order pursuits, both competitive and sole source.
  • Work cross-functionally on operational, compliance, or execution issues.
  • Scan and identify new task opportunities via contract portals and distribute across company channel.
  • Facilitate multiple business interest meetings; lead kick-off meetings.
  • Support task order proposal efforts assisting with market research, general proposal review, creating response templates, and front end business assistance and strategy development. 
  • Coordination of proposals and requests for information with multiple inputs.
  • Build relationships with Government POCs and industry partners.
  • Provide training internally and externally relating to how customers can utilize these contract vehicles to acquire RTX solutions.
  • Maintain pipeline and work any issues that may require management intervention or assistance.
  • Attend and assist with reporting financials and business development efforts at monthly CVC operations reviews.
  • Understand nuances of each contract vehicle in our portfolio.
  • Understand RTX businesses and capabilities.
  • Travel may be required up to 5%.

Qualifications You Must Have

  • Typically requires: a University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years experience.
  • Prior experience with task order requirements development, proposals, and execution.
  • Government contracting knowledge and experience.
  • At least (4) years of experience in a role with direct government customer interaction and IDIQ proposal and contract responsibilities.

Qualifications We Prefer

  • Strong communicator and team player.
  • Strong organizational skills.
  • Ability to educate internal and external stakeholders on GSA vehicle strategies
  • Selling and/or marketing experience.
  • Data analytics and database management.
  • Proficiency in Microsoft applications, databases, and AI tools.
  • Ability to handle multiple tasks in a fast paced, dynamic environment.
  • Excellent interpersonal skills capable of creating professional relationships with a wide range of both internal and external customers.

Work Location

  • Remote; preference of being local to the Arlington, VA site.

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
