Overview

Under general supervision, performs compliance oversight and assists with overseeing day-to-day operations management of programs within the Mobility Management Programs section. Performs a variety of administrative and analytical duties relating to paratransit eligibility, transit training and other transit support services. Participates in community outreach activities in support of these services.

This is a non-exempt position in Salary Grade ­­195: Min $41.50 – Mid $49.80 – Max $58.11 per hour. The starting salary will be within this range based on qualifications.

Responsibilities

  • Supports efforts to ensure mobility management programs remain in compliance with federal, state, and local regulations. Develops, implements and performs contract oversight compliance.
  • Monitors mobility management programs service quality, including comments submitted through the Customer Information Center. Coordinates investigation and resolution efforts with appropriate OCTA and contractor staff. Prepares reports, memoranda, and other documents. Recommends any improvement of administrative, service, and support operations.
  • Assists with the development and implementation of mobility management program service concepts. Communicates and coordinates with internal and external stakeholders, monitors the effectiveness of service strategies, and prepares reports on the effects of service delivery.
  • Facilitates administrative recordkeeping activities associated with mobility management programs, including program files and documentation. Assists in the preparation of necessary reports, statistics and other documents.

Customer & External Focus: Markets his/her workgroup effectively and influences others in the organization.

  • Participates in public outreach and communication activities, including meetings and workshops. Performs and delivers formal and informal presentations to internal and external stakeholders, including human transportation service organizations and community groups.
  • Communicates effectively both orally and in writing with customers, citizen groups and the public on sensitive issues. Manages reasonable modification requests related to services within the Department.
  • Manages the development and distribution of the Transit Connection Newsletter, the specialized transit services handbook and other public information pieces associated with the OC ACCESS service, transit training and transit support services.

Takes Initiative: Initiates new programs, processes, relationships, or technologies to accomplish goals.

  • Identifies transit training workshop and outreach opportunities and coordinates scheduling. Assists with contacting individuals that are found not to be OC ACCESS eligible or have a restricted eligibility to identify transit options to meet their mobility needs.
  • Develops, recommends, and implements guidelines and procedures for safe, efficient and reliable operations of mobility management programs.

Works in a Collaborative Manner with Others: Works in a collaborative manner with others, helps resolve unproductive conflict.

  • Establishes and maintains effective working relationships with the community and internal and external stakeholders.

Qualifications

Any combination of education and experience equivalent to a bachelor’s degree in business administration, public administration, project management, transportation management or related field and a minimum of three years of related experience. Experience in the transportation industry, working with persons with disabilities, and familiarity with the Americans with Disabilities Act (ADA) and paratransit service is desirable.
