About the Opportunity:

Under the supervision of the SSM I (Supervisor), the employee performs SSA duties ranging from less complex to that of average difficulty related to California Telecommunications 9-1-1 network carrier services and public safety dispatch centers known as Public Safety Answering Point (PSAP) 9-1-1 related activities throughout the state. The essential functions are performed to ensure sufficient and auditable funding to PSAPs and to provide effective 9-1-1 emergency communications systems expertise to PSAPs for successful access to emergency services for any 9-1-1 caller in California.

Desirable Qualifications:

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of statewide 9-1-1 communications network, database and equipment.
  • Knowledge of state government functions and organization.
  • Knowledge of principles, practices, and trends of public and business administration, management, and supportive staff services such as budgeting and management analysis.
  • Ability to effectively communicate and interpret matters pertaining to 9-1-1 procedures and policies in accordance with the 9-1-1 Operations Manual to state management, local government representatives, and other telecommunications carrier representatives.
  • Ability to communicate with clients, contractors, and governmental entities in complex and controversial conditions.
  • Proficient with Microsoft Office products including Word, Outlook, Excel, Access, PowerPoint.
  • Dependable, responsible, and positive attitude.
  • Excellent organizational, interpersonal, verbal, and written communication skills.
  • Ability to effectively and professionally provide analytic feedback to management.
  • Ability to establish and maintain effective working relationships with CA 9-1-1 Branch staff, client agencies, vendors, and the public.
  • Possess strong analytical and problem-solving skills.
  • Ability to work independently as well as set and accomplish goals in a timely manner.
  • Ability to reason logically, creatively, and utilize a variety of analytical techniques to resolve complex governmental problems.
  • Develop and evaluate alternatives, analyze data, present ideas and information effectively.
  • Ability to accept increasing responsibilities.


Working Conditions:

Telework - This position is eligible for a hybrid work schedule.

The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. The Logistics Directorate is responsible for a wide variety of Cal OES functions, including asset management, fleet administration, facilities management, information technology systems, warehousing, forms and records management, mail operations, copy service center, green programs, public safety communications, and emergency and disaster logistics.


In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
