Location
This role can work remotely from anywhere in the USA. You must be legally authorized to work in the US. Bixal does not provide visa sponsorship.  
 

What will you do?  
 
As an Accessibility Specialist on the OPERAS project, you’ll be part of an interdisciplinary product team focused on human-centered design (HCD), inclusive delivery, and continuous improvement. You’ll play a key role in ensuring the OPERAS platform is accessible to users of all abilities by embedding accessibility into every stage of the product lifecycle. You’ll conduct audits and manual testing, advise on accessible design and content practices, and collaborate with designers, developers, and researchers to ensure full compliance with Section 508 and WCAG 2.2 standards—helping to create a digital passport renewal experience that is equitable, inclusive, and user-friendly for everyone. 
 
This is a full-time position contingent on contract award by our client, with a defined performance period of one year with two one-year option periods. Responsibilities:
  • Conduct comprehensive accessibility evaluations of web and mobile experiences using both automated tools and manual testing methods (e.g., screen readers, keyboard-only navigation).  
  • Collaborate with designers and developers to identify and address accessibility issues across digital products, components, and workflows.  
  • Lead accessibility reviews using Accessibility Insights and/or DHS Trusted Tester process, providing guidance on design patterns, front-end components, and content structures.  
  • Offer ongoing training and support to team members on WCAG 2.2, Section 508, and best practices in accessible design.  
  • Develop and maintain documentation on accessibility guidelines, testing procedures, and remediation strategies.  
  • Other relevant duties as trained and qualified to perform.

  • Qualifications:
  • Bachelor's degree in a related field and at least two (2) years of relevant experience, or equivalent combination of education and/or experience. 
  • Experience with Section 508, WCAG 2.2, and accessibility testing for both web and mobile applications. 
  • Strong knowledge of accessibility testing tools. 
  • Ability to interpret and troubleshoot ARIA usage, semantic HTML, and CSS impact on accessibility. 
  • Experience working in Agile environments with cross-functional teams. 
  • Familiarity with GitHub, Figma, and code review processes. 
  • Clear, confident communicator who can advocate for accessibility without jargon or judgment. 
  • Strong collaboration skills with the demonstrated ability to explain technical accessibility findings to non-technical teammates. 
  • Proven attention to detail and organization, you're the person who catches the missing label or inconsistent heading structure. 
  • Demonstrated proactive mindset—you flag risks early and propose practical solutions. 
  • Strong interpersonal, communication, and customer service skills. 
  • Ability to quickly learn and integrate new tools and technologies to meet client needs. 
  • Ability to obtain and maintain a Public Trust clearance. 

  • Nice to Haves:
  • DHS Trusted Tester certification 
  • Certification in accessibility, such as Certified Professional in Accessibility Core Competencies (CPACC), Certified Professional of Web Accessibility (WAS), or Certified Professional in Web Accessibility (CPWA).   
  • Experience working with federal clients or within regulated environments is a plus. 
  • Familiarity with USWDS and federal digital service standards is preferred
