Job Title: Deputy Program Manager

We are seeking a highly skilled and experienced Deputy Program Manager to report to our Vice President of Infrastructure Services. This position will serve as a Deputy Program Manager for the program primarily internally focused. Candidate will be responsible for managing all subcontracts ensuring that both sides meet the documented deliverables, terms, and conditions. Candidate will negotiate all renewals and ensure that all assigned staff meet the experience and educations requirements of the prime contract. Candidate will assist the Program Manager in managing a program budget in excess of $100M per year, while looking for efficiency opportunities throughout the program life cycle.
The ideal candidate will have led large federal contracts, will have in-depth experience within the Department of Veterans Affairs, and have experience with the UNANET financial system. The ideal candidate will have experience leading
large technical programs and have a proven track record of leading cross-functional teams.
Key Responsibilities:
- Strategic Planning and Execution: Develop and implement strategic plans for the OMEGA program, ensuring alignment with customer and organizational goals/objectives.
- Stakeholder Collaboration: Work closely with Customers, People Operations, the Controller, and the VP of Finance to ensure seamless integration of program initiatives. Facilitate regular meetings to discuss progress, challenges, and opportunities for collaboration.
- Financial Management: Oversee the program's budget, ensuring efficient allocation of resources. Collaborate with the Controller and VP of Finance to monitor financial performance, prepare financial reports, and ensure compliance with financial policies.
- Performance Monitoring and Reporting: Develop and maintain dashboards and reports to track the performance of the OMEGA program. Provide regular updates to senior leadership, including People Operations, the Controller, and the VP of Finance.
- Team Leadership and Development: Lead and manage the OMEGA program team, providing guidance, support, and professional development opportunities. Foster a collaborative and high-performing team culture.
- Program Evaluation and Improvement: Conduct regular evaluations of program effectiveness, identifying areas for improvement. Implement changes to enhance program outcomes and ensure continuous improvement.
- Risk Management: Identify and mitigate risks associated with the OMEGA program. Develop and implement risk management plans to ensure program stability and success.
- Compliance and Governance: Ensure the OMEGA program complies with all relevant regulations, policies, and standards. Establish governance frameworks to manage program activities and ensure accountability.
- Change Management: Develop and execute change management plans to support the adoption of new processes and technologies within the OMEGA program. Provide training and support to team members and stakeholders.
- Communication and Reporting: Maintain open and effective communication channels with People Operations, the Controller, and the VP of Finance. Prepare and present detailed reports on program performance, financial status, and strategic initiatives.
- Supervision and direction of Director COE Leaders: Provide daily and strategic direction to program leaders. Monitor the financial, deliverable quality/timeliness, and customer satisfaction performance of each leader and their projects.
Qualifications:
- Education: Bachelor's Degree in Computer Science, Information Technology, or a related field.
- Experience: 10+ years of experience managing federal contracts (Department of Veterans Affairs experience strongly preferred).

Certifications (Preferred but not required):
- Project Management Professional (PMP)
