Mercer is seeking candidates for the following position. We are looking for an individual to join our Mercer Government Human Services Consulting (GHSC) team who is a policy specialist in Medicaid managed care procurement and contracting development and oversight.

Senior Government Consultant — Medicaid Managed Care Procurement and Contracting Specialist

  • Our clients are primarily State Medicaid and Children’s Health Insurance Program (CHIP) agencies and related agencies responsible for Medicaid and CHIP fee-for-service and managed care programs.
  • Responsibilities of this role include providing Medicaid and CHIP policy-related guidance, options and operational expertise; team management; client relationship management; and business development.

We will count on you to:

  • Be recognized by our state clients as a deep subject matter specialist in Medicaid managed care policy, procurement and contracting including payment policy and/or Medicaid waivers.
  • Participate as a team member and help lead projects to help states design, develop, implement and improve their Medicaid and CHIP programs to achieve their goals using effective contract tools.
  • Develop innovative strategies to resolve complex issues where policy guidance is still unclear and policy solutions require deeper analysis.
  • Consider the implication of policy, legal, political or other changes on the operation of a state’s Medicaid program.
  • Communicate results and facilitate discussions with clients and other stakeholders as needed to help clients develop their desired policy and program options.
  • Develop articles, thought pieces, analyses and policy summaries.
  • Plan, direct, and coordinate projects and resources to support Medicaid policy research, program development, and implementation of Medicaid initiatives.
  • Participate in firm business development and marketing activities including proposal and pitch writing, product development, relationship building and other activities as requested.
  • Contribute to growth, both in terms of revenue and the growth/development of our mid-level and early career colleagues.
  • Have a leadership and solution-oriented mindset.

What you need to have:

  • Master’s degree in health policy, public policy, health management, public health or related field
  • Minimum 12+ years of relevant experience required
  • Demonstrated experience and success in leading Medicaid managed care procurement, contracting, and oversight activities
  • Demonstrated experience and success in managing complex projects and navigating challenging Medicaid policy topics
  • Excellent project management, project leadership, and interpersonal skills
  • Commitment to work within a team
  • Excellent written and oral communication skills, as well as comfort with public presentations
  • Comfortable working in a fast-paced environment and managing multiple project deadlines

What makes you stand out?

  • Juris Doctor (JD) degree
  • Expertise in Medicaid managed care payment, value-based payment design, and technology to support oversight and monitoring
  • Expertise with targeted monitoring in areas such as: readiness reviews, parity compliance, and program integrity
  • Experience working (a) within a State Medicaid agency and/or (b) at the Center for Medicare and Medicaid Services (CMS) in roles focused on Medicaid managed care contracting and oversight
  • Experience with Medicaid State Plans and waivers
  • Experience working with Medicaid actuaries

The applicable base salary range for this role is $151,000 to $302,500.

The base pay offered will be determined on factors such as experience, skills, training, location, certifications, education, and any applicable minimum wage requirements. Decisions will be determined on a case-by-case basis. In addition to the base salary, this position may be eligible for performance-based incentives.
