We have an outstanding career opportunity for a Principal Specialist, Global Trade who will own and support certain export/import licensing and compliance activities within Raytheon’s Naval Power (NP) business. The successful candidate will be expected to develop export/import strategies to support international capture, program and supply chain efforts. The position will work closely with internal stakeholders to prepare, submit, activate and manage export and import authorizations, enabling efficient, timely and compliant transfers (exports/imports) of technology, technical data, hardware and services globally.

The successful candidate will have the opportunity to work in a high-energy, fast-paced environment and collaborating with multiple business functions for success. This is not a customs or logistics position. 

What You Will Do

  • Assist with the development of export authorization strategies for the international marketing, sales, support, offshore procurement, and manufacturing of defense and dual use articles.
  • Prepare and submit quality export/import license applications, agreements, eligible exemptions/exceptions and other requests for USG approval.
  • Provide export/import authorization status updates to leadership and capture/program teams.
  • Participate in strategic business engagement at the program level to ensure business execution, growth and compliance.
  • Provide consistent interpretation of International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) to Naval Power employees.
  • Facilitate approvals for the physical export/import of hardware and other transactional activities involving controlled goods, information and services.
  • Work with peers and stakeholders to determine and certify appropriate legal authority for exports of dual-use commodities and technology, defense articles; hardware, technical data and defense services, including determination of the appropriate export authorization, exemption, or exception
  • Represent Global Trade in meetings and discussions with internal and external stakeholders.
  • Assist in implementation of company procedures and instructions to support compliance with U.S. Government export/import regulations and company policy.
  • Participate in compliance assessments and investigations.
  • Develop and deliver training for employees engaged in international business activities.
  • Review and approve technical and non-technical information, as needed prior to release to non-U.S. Persons.
  • Act as a resource for entry-level Global Trade personnel.
  • Minimal domestic travel - approximately once per quarter. To primary sites: Louisville, KY or Tucson, AZ; or secondary sites such as greater Boston area, El Segundo, CA; Fullerton, CA; McKinney, TX; Huntsville, AL; Camden, AR; Dulles, VA, Aurora, CO; Rosslyn, VA.

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or an Advanced Degree in a related field and minimum 3 years' experience
  • Experience researching and/or applying ITAR and EAR regulations
  • Experience applying for, managing, and transacting against ITAR and EAR export authorizations
  • Experience with DECCS, SNAP-R, SAP-GT, OCR EASE or similar Global Trade tools and/or systems
  • The ability to obtain and maintain a U.S. government issued security clearance is required.  U.S. Citizenship is required, as only U.S. citizens are eligible for a security clearance

  • Remote: This position currently is designated as remote. Employees who are working in remote roles will work primarily offsite (from home) but may be expected to travel to the site location as needed. The successful candidate for this role will be required to reside and work from one of the 50 U.S. states (excluding U.S. territories).

Security Clearance: This position requires a security clearance. DCSA Consolidated Adjudication Services (DCSA CAS), an agency of the Department of Defense, handles and adjudicates the security clearance process. The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
