Job Overview:

We are seeking a Senior Medicaid Change Management Specialist to lead and support large-scale Medicaid modernization and transformation initiatives. This individual will play a critical role in guiding stakeholders through change, ensuring successful adoption of new systems, processes, and organizational structures related to Medicaid programs. The ideal candidate will have extensive experience in Medicaid policy, program operations, stakeholder engagement, and structured change management methodologies.

Responsibilities:

  • Lead the development and execution of change management strategies and plans to support Medicaid system modernization, organizational transformation, and policy implementation efforts
  • Conduct impact assessments and stakeholder analyses to identify potential challenges and opportunities
  • Design and deliver communication, training, and engagement plans tailored to various stakeholder groups, including state agencies, providers, contractors, and Medicaid members
  • Collaborate with project management, IT, business process, and policy teams to ensure alignment of change initiatives with program goals
  • Serve as a trusted advisor to senior leadership, providing insight and recommendations on change risks and readiness
  • Monitor adoption, utilization, and proficiency of changes; identify resistance and work to mitigate it
  • Develop metrics to evaluate change success and make data-driven adjustments to plans as needed
  • Support the development of SOPs, job aids, and knowledge management tools to embed change
  • Facilitate workshops, focus groups, and executive briefings

Qualifications:

  • Bachelor’s degree in Public Health, Social Work, Organizational Development, Business Administration, or related field (Master’s preferred)
  • 7+ years of experience in Medicaid, healthcare consulting, or health and human services programs
  • 5+ years of direct experience in change management roles supporting complex initiatives
  • Experience with Medicaid Enterprise Systems (MES), MMIS modernization, or CMS-funded projects strongly preferred
  • Familiarity with change management frameworks such as Prosci, ADKAR, or Kotter
  • Excellent communication, facilitation, and interpersonal skills
  • Ability to navigate politically sensitive environments and build consensus among diverse stakeholders
  • Strong project management, documentation, and analytical skills

Preferred:

  • Prosci Certified Change Practitioner
  • PMP or related project management certification
  • Lean Six Sigma or Organizational Development certifications are a plus
