Position Overview

BizFirst is supporting our client in search of a full-time Program Analyst IV to serve as a Programmatic Firefighting Subject Matter Expert supporting the United States Marine Corps' Expeditionary Firefighting and Rescue (EFR) portfolio. This role focuses on lifecycle acquisition management and portfolio support for enterprise-wide Marine Corps firefighting capabilities, including cost, schedule, and performance analysis. The ideal candidate will be experienced in DoD acquisition practices, risk management systems, and program documentation—able to lead cross-functional programmatic efforts across various stakeholders.

Through innovative transformations, they develop and implement strategies to optimize operations for military departments and agencies across the U.S. Federal Government.


What You will Do:

As a Program Analyst IV, you will act as a key advisor to Marine Corps stakeholders, supporting the execution of PPBE phases, procurement strategy, risk tracking, and acquisition documentation. You will operate core logistics systems such as GCSS-MC, DPAS, CATALYST, and TFSMS while using risk management tools like Project Recon to support integrated product teams and decision-making processes. You will also support formal coordination, documentation, and reporting aligned with Marine Corps and DoD standards.

 

Key Responsibilities

  • Serve as a Programmatic Subject Matter Expert for Marine Corps firefighting procurement and sustainment efforts within the EFR portfolio.
  • Support the planning and execution of PPBE phases, including phasing plan development and POM planning.
  • Advise on risk, issues, and opportunities management using tools such as Project Recon.
  • Coordinate with Marine Corps IPTs to guide acquisition strategy, schedule-based functions, and programmatic deliverables.
  • Prepare and review acquisition documentation, formal requests for information, and coordination with internal/external stakeholders.
  • Track and manage multiple complex, cross-functional projects and provide continuous process oversight.
  • Draft and review policy papers, executive briefings, and acquisition studies for leadership.
  • Apply a working knowledge of DoDI 5000.02 to ensure compliance with DoD acquisition lifecycle policies.

 

Required Qualifications

  • Minimum of two (2) years of experience in project management, DoD acquisition, or a related area of comparable complexity.
  • At least two (2) years of experience using Microsoft Office (Outlook, PowerPoint, Excel, Word, and Project).
  • Minimum of one (1) year of SharePoint experience.
  • Demonstrated knowledge of DoD and Marine Corps acquisition and lifecycle management policies and practices.
  • Strong written and verbal communication skills across technical and leadership audiences.
  • Proven ability to manage risk and lead programmatic coordination across stakeholders.
  • Active DoD Secret Clearance required.
