We are seeking a motivated and results-oriented Utility Transformation Consultant to coordinate and drive our clients impactful operations across the Western Balkans. This is a unique opportunity to make a difference while managing transformative initiatives for green energy and sustainable development.

Position Overview

KfW Entwicklungsbank (KfW), one of the worlds leading bilateral development banks, is seeking a Utility Transformation Consultant to join its mission of fostering sustainable economic, social, and environmental development in the Western Balkans. This role will focus on coordinating the Technical Assistance (TA) activities within the European Fund for Sustainable Development Plus (EFSD+) program, Supporting market-oriented Green Transformation in the Western Balkans and European Neighborhood East regions.

Key Responsibilities

• Coordinate Technical Assistance Activities across power utilities in the region, working closely with KfW project managers, consultants, and stakeholders.
• Support procurement processes for consulting services, including drafting terms of reference, evaluating proposals, and negotiating contracts.
• Oversee the progress of TA activities by overseeing consulting contract implementation, monitoring implementation, collecting data, addressing obstacles, and ensuring compliance with program objectives.
• Develop annual activity plans, prepare accurate reports, ensuring alignment with KfW and EU Commission standards, and maintain reporting systems like OPSYS for program tracking.
• Facilitating communication and collaboration among stakeholders, including EU representatives, power utilities, and financial institutions.
• Support development and implementation of regional Communication and Visibility Plan to promote knowledge sharing and program visibility.
• Support market analysis to attract private-sector investment in renewable energy projects and coordinate synergies with similar initiatives.
• Organize workshops, seminars, and project meetings, and contribute to EU flagship initiatives in the energy sector.

• Support policy dialogues to promote EFSD+ objectives and foster collaboration with private and public financial institutions to expand renewable energy capacities.

Qualifications and Skills

• Education:
• Masters degree or equivalent in Economics, Finance, Energy, Business Administration, or related fields.
• Professional Experience:
• 5 to7 years of experience in management consulting and/or strategy/financial departments of state-owned enterprises and/or energy sector.
• Experience in working with international financial institutions, international development agencies and/or EU/EU-funded programs.
• Regional experience is an advantage.
• Technical and Analytical Abilities:
• Strong analytical and quantitative skills.
• Advanced computer literacy (MS Office).
• Soft Skills:
• Excellent organizational, communication, and negotiation skills.
• Autonomy in day-to-day work and ability to work in team.
• Proven ability to manage complex administrative and cross-border processes.
• Self-motivated, high integrity and commitment to quality outcomes.

• Language Requirements:
• Fluency in English (written and spoken). Knowledge of German is an advantage.
