The Public Health Institute (PHI) is seeking an outstanding and visionary leader in the field of cancer reporting and software solutions to serve as Executive Director for its long-established program, C/NET Solutions. C/NET Solutions provides Cancer Registry reporting software that meets cancer reporting requirements and Commission on Cancer accredited cancer program standards. C/NET Solutions staff program, license and support the CNExT Cancer Registry software and Cancer Alert System (CAS) software.
Position Summary
The Program Director III is the senior leader and Executive Director of C/NET Solutions and will serve as Principal Investigator/Program Director for all projects within the C/NET Solutions program. The Executive Director is responsible for the overall vision, strategic direction and programmatic leadership for C/NET Solutions. The Executive Director plays a crucial role in driving business growth and managing strategic partnerships, leading the team to identify and grow new business.
The Executive Director directs the C/NET Solutions interdisciplinary team, working closely with department managers to provide leadership, program budget management and strategic oversight of the program. The Executive Director leads technology-based product upgrades and enhancements, ensuring that the software products are innovative and meet the demands of the cancer registry industry. The Executive Director is responsible for overseeing and monitoring the different stages of product development strategies.
This position monitors industry changes in technical advances, compliance, while implementing internal and external performance measures to ensure superior product delivery and service. The incumbent oversees administrative, programming, sales and client support services and actively works to ensure continued fiscal viability of the program. The Executive Director may also assist the marketing staff with campaigns and promotional strategies to maintain brand awareness and increase customer base. This position works with, supervises, and mentors staff.

The Executive Director serves as a key contact with PHI’s administrative departments. The Executive Director will be credentialed as a Principal Investigator at the Public Health Institute (PHI), reporting to the PHI’s Associate Vice President of Research Programs.
This is a remote, regular full-time position that is expected to work during the core business hours for the Pacific Time zone. The managers at C/NET Solutions have the practice of meeting in person in the San Francisco Bay Area, CA once or twice a year if possible.
Full salary range for this position: $144,278 (minimum) to $225,289 (maximum) per year based on 100% FTE. The starting salary is determined based on the candidate’s knowledge, skills, experience, as well as budget availability.
Essential Duties & Responsibilities
Leadership and Strategic Direction:
- Oversee the strategic direction of C/NET Solutions, assuring longevity by anticipating trends and managing business risks, while following good business practices appropriate to the public health goals of PHI
Administrative Operations and Finance:
- Directly manage multiple staff members and strategically align resources for entire portfolio supporting national and global customer base. Coordinate the work of several different departments to make the organization run efficiently
- Oversee the personnel management of the staff. Provide supervision and conduct performance reviews of the direct reports. Ensure program staff follow PHI policies and procedures
- Fund development for the program and fiscal management of the projects. Write proposals for funding
- Make sure teams are adequately resourced. Monitor financial projections and manage expenditures
- Oversee the licensing/sales staff of C/NET including budget and expenditures, assuring that income is appropriately directed to improving software and support
- Introduce processes and organizational structural changes to improve program scalability and further expand client portfolio for revenue source diversification
Technology and Innovation:
- Oversee CNExT software development and deployment, assuring that the development and support teams are coordinated and focused on the on-time delivery of quality software. Maintain high standards in software development and testing, starting with accurate specifications and ending with a completed and detailed testing plan. Set and monitor project management standards for the unit and oversee the supervisors’ activities
- Lead and manage the development and implementation of technical solutions to update and upgrade software products. Manage project timelines, budgets, and resources. Manage the staff resource allocations to balance the goals of current user satisfaction against those of new feature creation and new application development, while keeping data security and privacy under firm control. Provide strategic direction and oversight for technology projects. Create and maintain technical documentation and reports
- Collaborate with stakeholders to understand business requirements and objectives. Ensure that technical solutions align with business goals and objectives
- Manage the work of a number of separately funded projects, to make sure that they meet all deliverables and timelines, while contributing to the general quality of the software we provide. Conceive and initiate research projects and separately funded research and development contracts and grants that can help underwrite improvements in our methodology and technology
- Conduct regular reviews and assessments of technology projects
- Identify and mitigate risks associated with technology initiatives
- Stay updated on industry trends, emerging technologies, and best practices. Develop and enforce technology policies, standards, and best practices within the program. Initiate new projects that respond to and anticipate the changing requirements from national, state and international standards for the front-end software
- Foster a culture of innovation and continuous improvement within the team
- Communicate project status, progress, and challenges to executive leadership
Continuous Quality Improvement and Data Driven Processes:
- Participate in national standards groups including North American Association of Central Cancer Registries (NAACCR), National Cancer Institute’s SEER Program, National Cancer Data Base (NCDB), and American Joint Committee on Cancer (AJCC) to help anticipate changes to these standards and advocate for clarity that C/NET needs as a vendor
- Provided insights from data and analytics around marketing planning and channel optimization in reports and various Nielsen data products
- Allocate or hire appropriate personnel to oversee the data security of our development systems and our deployed systems, assuring that HIPAA standards are followed, and are continuously monitored for potential vulnerabilities
- Oversee the continuous monitoring of the quality of software and support, and initiate measures to immediately respond to any problems that may be uncovered

This job requires access to Protected Health Information. Employee will be responsible for reading, acknowledging, and complying with all C/NET Solutions and Public Health Institute polices pertaining to confidentiality and the Health Insurance Portability and Accountability Act (HIPAA).

Minimum Qualifications - At least 10 years of experience to include the following areas:
- Program management
- Large system software development
- Technology solutions and product development project management from inception to conclusion
- At least 7 years as a manager in the IT field
- Master’s degree in Computer Science, Computer Engineering, Information Systems; or substitute with a bachelor’s degree plus two additional years of related experience in an IT environment

Preferred Qualifications
- Experience with cloud computing platforms and services
- Familiarity with national and international reporting standards including NAACCR, AWS CoC and ICD-0-3
