Job description

Senior Financial Management Advisor - Department of State

The Position:

We are looking for eager, driven candidates with experience in people management, communication, facilitation, problem-solving, and analysis to guide our teams in developing impactful solutions for our Federal clients at the Department of State. The Senior Financial Management Advisor will provide comprehensive financial management support within the Information Technology Resource Management team. The Senior Financial Management Advisor will assist with budget formulation, accounting, acquisition, and audits. This role requires a deep understanding of Department of State financial systems and the ability to interpret regulations, policies, and operating instructions applicable to financial management systems operations. Some of your key responsibilities will include:

Regulatory Compliance:
  • Interpret regulations, policies, and operating instructions applicable to financial management systems operations.
  • Ensure compliance with Department of State policies and budgetary guidelines.
Financial Documentation:
  • Prepare and review funding documents for completeness and accuracy.
  • Validate lines of accounting (LOA) on training, travel, and funding documents.
  • Prepare cost corrections for incorrect labor, material, or contractual charges.
  • Prepare cuff records for all contracts.
Financial Support:
  • Provide accounting and financial support to management.
  • Evaluate financial requests for compliance with policy and budget.
  • Assist in multiple aspects of financial management, including researching charges and resolving issues.
Budget and Planning:
  • Support the development and monitoring of annual project budget formulation and cost estimates.
  • Develop fiscal year financial execution plans, spend plans, and performance plans.
  • Maintain financial records for internal controls.
Advisory Services:
  • Provide advisory services to senior-level management officials in establishing and developing program needs.
  • Coordinate, clarify, and interpret Department of State requirements to ensure objectives are met in program, finance, budget, schedule, quality, and performance.
Audit Support:
  • Support internal and external audit inquiries and prepare and develop responses.
  • Conduct presentations to senior management, colleagues, and clients in support of budget and financial management.
Relationship Management:
  • Build strong relationships with management stakeholders through ongoing communications and collaborative engagements
  • Prepare activity reports, progress reports, management plans, and other memoranda as necessary.
Financial Analysis:
  • Manage general accounting functions and oversee financial analysis of budgets and schedules for assigned programs.
  • Formulate and administer financial projections and prepare cash flow forecasts for assigned programs.
System Management:
  • Utilize several computer applications, including Excel, Word, PowerPoint, and financial management systems, to manage financial data and processes.
  • Review and analyze financial obligation documents for accuracy and compliance with applicable regulations.
  • Verify financial obligations and ensure sufficient funds for liquidation of approved invoices.
  • Maintain official records and ensure accurate data conversion to automated accounting systems.
Specialized Financial Management:
  • Manage monthly recurring charges and reimbursable accounts.
  • Assist in budget formulation and ensure accurate financial reporting.
  • Weekly status reports with links to documents

Required:

  • Bachelor’s degree in Accounting, Business Management, or a related field.
  • A minimum of 10 years of experience in financial management, accounting, or related fields.
  • Experience in managing monthly recurring charges, reimbursable accounts, and budget formulation.
  • Strong knowledge of fundamental accounting principles and Department of State policies, practices, and regulations.
  • Proficiency in financial management systems and tools.
  • Excellent analytical, problem-solving, and communication skills.
  • Ability to manage multiple priorities and deliver results under tight deadlines.
  • Strong attention to detail and organizational skills.
  • Experience in Federal government requisitioning systems, accounting systems, and financial management systems.
  • Experience in cuff records / cuff accounting.
  • Active SECRET clearance.
Preferred:
  • Experience in Department of State systems ARIBA, GFMS, NetPlus, WCF OneBill

We work in a hybrid setting with flexibility to work from home and work in our office conveniently located in the heart of downtown, just a few blocks away from the White House. And with many of our clients also based in D.C., we have the luxury of leaving for a meeting and being back in the office in time for post-work happy hours, team dinners, and game nights.

The Fine Print:

  • The salary range for this role is $120,000 - $160,000 depending on experience
  • Expected travel 0-10%; may increase based on business needs 
  • This is an exempt, full-time position
  • This role is subject to an in-person work schedule in Washington, D.C. with the possibility for hybrid work
  • Essential Physical Functions
    • Sitting: Particularly for sustained periods of time
    • Light Carrying: Physically transporting items weighing less than 15 pounds from one location to another
