Job description

General Summary

Chemonics is seeking a Chief of Party for the anticipated Tajikistan Better Health for Better Nutrition activity. The expected period of performance for Better Nutrition for Better Health Activity is five years (2025-2030) and will be implemented primarily in 12 western districts of Khatlon province: Balkhi, Dusti, Jaihun, Jomi, Khuroson, Kushoniyon, Levakant, Nosiri Khisrav, Qubodiyon, Shahritus, Vakhsh, Yovon. National level efforts such as support of the Health System Strengthening activities and support of the Scaling-up Nutrition movement will be implemented on a national level, thus will cover the entire country. The activity will have a country office in Dushanbe and Bohtar city (capital of Khatlon province).

Anticipated Objectives Include

  • Expanding and institutionalizing quality health and nutrition services to mothers, newborns, and children,
  • Increasing ownership and investment for nutrition and MCH programs on the national level, and
  • Improving nutrition and MCH behaviors, practices, and related social norms

Principal Duties And Responsibilities (Essential Functions)

The Chief of Party is a senior leadership position responsible for the overall strategic direction, operational management, and performance of the project in Tajikistan. The Chief of Party builds and maintains highly successful teams, creates a positive and productive working environment, and embraces our corporate values while making a difference in the lives of people around the world. As part of the scope of work, the Chief of Party will:

  • Provide overall project leadership, management, and technical direction to ensure all activities achieve the activity’s targeted results.
  • Oversee all aspects of program implementation and supervises staff, consultants, and partners involved in the design, implementation, and monitoring and evaluation of the program.
  • Serve as a key liaison with USAID, the Government of the Republic of Tajikistan, civil society and NGO representatives, and other stakeholders.
  • Ensure the quality, timeliness and efficiency of all products, including annual work plans, MEL plan, client deliverables, and other reports.
  • Apply in-depth technical expertise in the program, ensuring an integrated vision among various components and focusing on achieving results.
  • Identify issues and risks related to project implementation in a timely manner, suggesting appropriate program adjustments.
  • Ensure compliance with USAID rules and regulations and Chemonics policies and procedures.
  • Oversee financial management and accountability of project.
  • Foster and demonstrate a workplace inclusive of creating opportunity, serving others, building trust, innovation and exceeding expectations.
  • Perform other duties and responsibilities as required.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Master’s degree in nutrition/public health, program/project management, or a related field from an accredited university; a focus on inclusive development, particularly youth and gender focused, is preferred
  • At least 15 years of relevant experience managing nutrition projects, with at least 8 years of experience on projects with a maternal child health component.
  • Experience managing projects similar size (approx. $20m) and scope in developing countries, preferably in Central Asia.
  • Strong ability to manage and deal with diverse stakeholders.
  • Demonstrated ability to lead/supervise a diverse team on projects of similar scale (financially, culturally, staff size and activities).
  • Experience in leading similar work for donors/U.S. Government agencies, including establishing pre-service education and skills development curriculum, facility certification and facility graduation programs, health governance and financing, and social behavior change.
  • Strong technical expertise in Maternal Child Health and Nutrition programming. and
  • Demonstrated strong writing and oral presentation skills in English. Russian and/or Tajik language skills strongly preferred.
