Job Summary:

The Office for Bombing Prevention (OBP) Administration and Program Management Support Services (APMSS) program provides administrative, analytical, and technical expertise to support OBP’s mission of mitigating Improvised Explosive Device (IED) threats and enhancing national security. Through this program, personnel contribute to operational efficiency, knowledge sharing, and strategic alignment to achieve OBP’s critical objectives.

The Knowledge Management Specialist is responsible for managing the flow of information within OBP to ensure personnel have seamless access to the knowledge and tools required to perform their duties effectively. This includes strengthening links between knowledge sharing and information systems, improving integration, and developing innovative solutions to capture, store, and share knowledge. The Specialist works closely with various CISA offices to enhance collaboration and administer SharePoint security and permissions for all site content.

This role combines advanced technical expertise with strong knowledge-sharing capabilities to improve information integration and accessibility within OBP, enhancing operational efficiency and effectiveness.


Specific Responsibilities

  • Oversee the flow of information within OBP, ensuring seamless integration between knowledge sharing and information systems.
  • Collaborate with Cybersecurity and Infrastructure Security Agency (CISA) offices and personnel to improve access to critical knowledge and information resources.
  • Administer SharePoint security and permissions for all site content, supporting over 140 users while maintaining file size limitations, quotas, and backups.
  • Develop databases and digital tools to enable OBP personnel to find information quickly and efficiently.
  • Create tutorials, spreadsheets, and guides to support knowledge sharing and user training.
  • Design icons, animations, banners, and other graphics for SharePoint pages and the agency website using Drupal.
  • Provide web content administration and web development support to maintain and optimize OBP's digital platforms.
  • Utilize Microsoft Power Applications, Microsoft Lists, and Google Analytics to enhance functionality and provide actionable insights for knowledge management.
  • Maintain backups and assist with data restoration to ensure data integrity and accessibility.



Requirements

Experience:

  • 10+ years of SharePoint Administrator/End User experience, including security and permissions management for large user groups.

Technical Expertise:

  • Skilled in Drupal, with experience designing graphics and managing web content.
  • Familiarity with Microsoft Power Applications, Microsoft Lists, and Google Analytics.
  • Knowledge Sharing: Proven ability to create user-friendly guides, tutorials, and support tools to enhance knowledge management.
  • Web Development: Previous experience with web content administration and development to support agency-wide digital platforms.
  • Collaboration: Demonstrated ability to work across multiple offices and ensure effective information flow and resource availability.


Physical Requirements and Work Environment:

Normal office environment.


Hours of Operation:

Generally perform all work between the hours of 0800 and 1700 EST, Monday through Friday (except Federal holidays). However, there may be occasions when the employee shall be required to work other than normal business hours, including weekends and holidays, to fulfill requirements under this contract.


Travel Requirements:

Up to 10%. Travel to Huntsville Alabama, USA, or 1110 North Glebe Road, Alexandria, VA 22201 may be required to support this requirement.
