Job Summary 

Emerging Tech (ET) is seeking a Health IT Software Architect IV to support the Department of Veteran Affairs (VA) Electronic Health Record Modernization (EHRM) program as a Technical Operations (Tech Ops) Senior Engineering Manager. This remote position is seeking an applicant with great aptitude, a professional attitude, a fantastic work ethic, and in-depth technical knowledge. 

Responsibilities and Duties 

  • Utilize monitoring tools (LightsOn, Tachyon, and Splunk) to identify end-user devices, VA networking, and system issues for resolution. 
  • Guide the troubleshooting and resolution of technical issues across OIT, local OIT, Biomed EHRM, Oracle Health, and FEHRM to improve end-user experience. 
  • Serve as a technical lead for the Tech Ops technical teams, ensuring availability and appropriate allocation.   
  • Responsible for technical analysis and oversight across all systems engineering aspects of the Electronic Health Record (EHR) modernization to a Commercial of the Shelf (COTs) product line, including technical requirements development, network/system environment set-up, test, change management, release/deployment, support and sustainment. 
  • Actively monitors for, identifies and addresses technical risks, gaps and opportunities affecting the ability of the solution architecture to satisfy requirements throughout the lifecycle.   
  • Prepares analysis of alternative presentations to support decision-making. 
  • Proactively engages teams across the Integration/Interfaces, Cyber, Infrastructure, Architecture, other VA, Oracle Health, DoD and other Agencies to ensure timely execution of strategic plans and schedules.   
  • Develop and maintain backlog of work and track them to completion. 
  • Ensure consistent, clear and timely communication with all relevant stakeholders, providing status updates, reports and metrics.   

Qualifications and Skills 

  • Bachelor's degree in Healthcare IT, Computer Science, Electronics Engineering, Engineering, or technical related field, or an additional 10 years of experience may be substituted for degree requirements. 
  • ​​​​​​​5+ years of professional work experience. 
  • Possesses knowledge of appropriate data sources to address the specific requirements of projects for monitoring, characterization, analysis and modeling. 
  • Performs scientific research, scientific writing and editing, including the writing and editing of project products to established government standards for the targeted science and lay audiences, proofreading of draft and final documents. 
  • Works under supervision. 
  • Experience implementing Electronic Health Records. 
  • VA experience, particularly in EHRM or related healthcare IT initiatives, is highly preferred.  
  • Familiarity with government regulations, standards, and policies for technical operations in healthcare IT.
