Head of Government Relations & Public Policy, Greater China

The Head of Government Relations & Public Policy for Greater China is responsible for providing strategic GR counsel and policy development focused on issues supporting eBay’s business priorities, cross border trade, and China Center of Excellence (R&D).
This Shanghai based position reports directly to the Head of Government Relations, APAC and will work very closely with the VP of CBT business and his leadership team, VP of China Center of Excellence and Head of Legal Affairs of Greater China, as well as other functional stakeholders.
The successful candidate will have the seniority and experience to add to eBay’s businesses beyond pure domain expertise. The Head of GR for Greater China will lead the development and implementation of a China applicable business development and cross border trade playbook, work with national and local governments, industry associations, academia, think-tanks and merchants to shape the policy environment, protect eBay’s reputation and help grow its regional business.
The Government Relations role requires a leader with a pragmatic, flexible and a culturally sensitive approach, and is of critical importance to the future success of eBay and its growth in Greater China.
Responsibilities
- Serve as the company’s external “ambassador” to the Chinese central government and provincial and municipal officials (especially Shanghai), government-affiliated institutions, academia, trade associations, industry groups and other stakeholders relevant to eBay’s business
- Identify, cultivate and maintain long-term, constructive relationships with key Chinese officials, including at, for example, MOC and its associated academies, CAC, GAC, State Administration for Market Regulation, NDRC and local governments.
- Monitor, anticipate and analyze key policy, regulatory and legislative developments that may impact eBay’s business and commercial partnerships. Keep internal colleagues informed of key developments, trends and potential risks, and provide advice on business plans and strategies
- Proactively engage and educate authorities concerning eBay’s business and policy goals and the potential impact of proposed policies, legislation and regulations on the company, its commercial partners and the broader technology ecosystem
- Develop, influence and implement a government relations strategy to support Greater China business and cross border trade growth plan, protect and build corporate reputation for long term regulatory and advocacy objectives.
- Partner with CBT business development team closely to expand local government outreach for new business opportunity exploration.
- Manage eBay’s engagement and relationships with external consultants, industry peers, trade associations, think tanks and academia in support of the company’s business goals and government relations agenda
- Create opportunities for eBay executives and subject matter experts to provide thought leadership and engage with key Chinese decision- makers through meetings with senior officials, participation in government-sponsored dialogues, public speaking events, etc. Prepare company representatives for such opportunities
- Manage external GR consultants in collaboration with other internal stakeholders and functional colleagues.
- Organize and launch grassroots outreach as necessary to support causes championed by eBay.
- Requires regular travel in Greater China.
Requirements
- Bachelor’s degree required. Postgraduate education preferred.
- Minimum 10-12 years’ of combined, related work experience in China, preferably in a relevant industry: e-Commerce, Internet and Information Technology.
- A true appreciation for technology; its manifold applications, uses and future. eBay is at heart a technology company, and it is helpful to understand its uses in order to influence certain regulatory bodies.
- Demonstrated experience and record of success navigating government relationships and developing/implementing government relations strategy and programs on complex matters.
- Effective advocacy, communication/persuasive and consensus-building skills, and political acumen, and the ability to work collaboratively with business/technology groups across the organization.
- Past work experience with a Western matrix-styled organization, with an understanding of how to successfully navigate through the organization to partner effectively with other business units.
- Deep knowledge of Chinese government institutions, networks and policy-making procedures, with an emphasis on trade, tax, IP, technology regulation.
- Excellent written, verbal, and negotiating skills in English and Chinese and the ability to bridge cultural differences are essential,
- Able to work flexibly under pressure and balance multiple and competing tasks, energetic and positive.
- Consistently exercises sound judgment under deadlines, have a significant degree of self-motivation and resourcefulness.
- An uncompromising level of ethical commitment and integrity.
