Job Description:

 

This request is issued from the Commonwealth of Pennsylvania Office of Administration’s Office of Information Technology (OA/OIT).  The position will have a reporting relationship to the Health and Human Service Delivery Center (HHSDC) within the OA/OIT supporting the Pennsylvania Department of Health (DOH), and the Department of Drug and Alcohol Programs (DDAP).

 

BACKGROUND/PROBLEM STATEMENT

 

DOH leadership has formed a Data Modernization Initiative, with the vision that all public health policies and interventions are driven by data, and the mission to provide all internal and external public health decision makers with accessible, timely, reliable, and meaningful data to drive policies and interventions. The Enterprise Data Warehouse (EDW) is responding to DOH’s need for centralized data and state of the art data analysis services by modernizing its data portfolio and statistical analysis capabilities aimed at improving public health surveillance, interventions, outcomes, and research. 

There is an elevated need for the design, development, implementation, and maintenance of data warehouse solutions for the DOH and the EDW. This Technical Writer 2 position will support both the existing business and reporting requirements documentation of individual DOH / DDAP systems and program areas, and the construction of a modern data warehouse that will serve DOH / DDAP from an enterprise perspective.

INCURRING COSTS

The PA Department of Health is not responsible for any costs or expenses incurred by the contractor for parking.

RESOURCES

The contractor will be permitted to work from home, but office space for the contractor will be provided as needed. In addition, DOH will supply all necessary hardware and software for daily use that are needed to complete assigned work items.

 

OBJECTIVES OF ENGAGEMENT

 

The primary objective of this engagement is for the selected candidate to serve as the Technical Writer 2 for the EDW, supporting the analysis and reporting needs of the DOH and DDAP, the existing EDW, as well as the design and construction of the new EDW in Azure.  

The Technical Writer 2 is an advanced level resource with specialized knowledge and experience in requirements analysis and documentation and coordinating communications and project tasks, while acting as liaison between customer program areas and the EDW team. This position develops and maintains user, business requirements, technical documentation and project process documentation in support of the EDW production systems and projects. This position understands the user’s view and technical concepts of applications and provides expertise structuring procedures in a logical sequence.

This position will work with public health professionals, business analysts, application developers, database, and system administrators to achieve project objectives - including delivery dates, cost objectives, quality objectives, and program area customer satisfaction objectives. There are several exciting projects underway, including moving the data warehouse into Azure, the Department of Health’s Data Modernization Initiative, and the Reporting Hub.

OPERATIONAL REQUIREMENTS

The selected candidate must adhere to the following operational requirements: 

  • Complete weekly timesheet reporting in PeopleFluent/VectorVMS by COB Friday.
  • Complete weekly project status updates in Daptiv when necessary.
  • Provide weekly personal status reporting by COB Friday submitted on SharePoint.
  • Publish and present design reports, maintain documentation on project SharePoint sites.
