The mission of the Center for Applied Linguistics (CAL) is to promote language learning and cultural understanding by serving as a trusted source for research, resources, and policy analysis. Through its work, CAL seeks solutions to issues involving language and culture as they relate to access and equity in education and society around the globe.

CAL is located in Washington, D.C. For this position, the employee may choose to work in their preferred combination of in person at the D.C. office in a hoteling capacity, or remotely (up to 100% remote). CAL does not compensate or reimburse candidates for relocation expenses. This position is not open to candidates residing in New York, New Jersey, Pennsylvania, Texas, California, or the U.S. Territories.

Job Description

The Director of Dual Language and Multilingual Education (DLME) will focus on coordinating and providing services in the areas of research, policy, practice, testing, assessment, and innovation in language, culture, and education as it relates to providing leadership for CAL's dual language/ bilingual education activities. The Director of DLME will focus on the development and delivery of technical assistance and professional development for educators working in dual language/ bilingual programs. The Director of DLME will also focus on collaborating and coordinating with other CAL staff to deliver and develop new and existing services in the areas of language, culture and education for preK-12 multilingual learners. Furthermore, the Director of DLME will also focus on identifying and pursuing initiatives with partner organizations and state and federal agencies, and initiate projects that build on and expand CAL's existing strengths in order to increase CAL's involvement and visibility in the dual language bilingual and multicultural education arena.

ESSENTIAL DUTIES:

  • Lead CAL’s work in Dual Language and Multilingual Education within the PreK-12 Professional Development and Evaluation unit.
  • Direct, conduct, facilitate and monitor the presentation of workshops, training, teacher coaching and mentoring, including online and hybrid courses related to Dual Language and Multilingual Education.
  • Lead Dual Language and Multilingual Education related development of professional development workshops, and resources.
  • Plan and participate in conducting technical assistance and program evaluation activities.
  • Supervise the design and development of resources, curricula and instructional approaches for preK-12 dual language/ bilingual teachers.
  • Participate in the Extended Leadership Team (ELT) and provide leadership to implement organizational strategic goals to advance CAL mission.
  • Collaborate and coordinate work with the VP for Programs and Development, the Senior Director of PreK-12 Professional Development and Evaluation, and with other CAL units as needed.
  • Implement the unit’s programmatic, administrative, and fiscal goals and objectives in accordance with CAL's strategic plan.
  • Collaborate with CAL staff in developing quality control standards for all work performed.
  • Collaborate with CAL staff in monitoring the implementation of all work performed.
  • Collaborate with CAL administrative and communication staff in all areas related to work performed.
  • Review and evaluate PD effectiveness and quality of all DLME products and services
  • Mentor and supervise program staff.
  • Plan and manage the financial performance of the DLME (3400) account in contract and grant portfolios, and overhead spending budgets.
  • Collaborate with senior management in implementing the development plan and agenda for the program area in accordance with CAL's mission.
  • Actively identify and pursue new opportunities in the DLME program area and acquire funding to expand the program’s reach and impact.
  • Develop marketing campaigns, in coordination with CAL's Communications Office, for services offered.
  • Represent CAL to project partners and the public, including contributing to CAL and external publications on a regular basis and presenting at professional conferences.
  • Other relevant duties as assigned

Qualifications

EDUCATION AND EXPERIENCE:

  • MA /MS in Education. PhD or EdD in applied linguistics, education, or relevant field preferred.
  • Minimum 6-10 years of relevant experience, including classroom instruction, program management and/or school leadership in dual language/ bilingual settings.
  • Demonstrated knowledge/background/experience in teaching, managing and creating dual language/ bilingual programs.
  • Demonstrated experience in designing and/or providing preK-12 professional development for educators of multilingual learners within dual language/bilingual settings, including face to face, hybrid and online.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of bilingual and biliteracy development and effective pedagogical approaches to dual language education
  • Ability to review and utilize relevant research to inform the development of workshop training and resources for dual language/ bilingual educators
  • Demonstrated experience in supporting assets-based, culturally responsive and relevant approaches to education for multi-lingual learners.
  • Demonstrated ability creating and working with digital products and online solutions.
  • Experience in team management, with proven results in developing talents and building effective teams
  • Experience in budget planning and management.
  • Demonstrated commitment for supporting a multilingual/ multicultural workplace environment that is professional, collaborative and anti-bias.
  • Excellent verbal and written communication skills and ability to build relationships with clients, peers, and key stakeholders.
  • Outstanding interpersonal and networking skills.
  • Experience with school district or state education agency contracting vehicles highly desirable.
  • Evidence of active participation and leadership in a related professional development organization.
  • Demonstrated ability to take initiative and make recommendations to achieve process improvement and client satisfaction.
  • Ability to make decisions independently and act appropriately under pressure.
  • Experience with business development and responding to RFPs.
  • Creative and innovative problem-solving skills.
  • Bilingual proficiency in English/Spanish required. Multilingual proficiency preferred.

 

TRAVEL REQUIREMENTS

This position requires extensive travel (50%-75% travel).

While performing the duties of this job, the employee is regularly required to effectively communicate. The employee may be required to sit or stand in a stationary position for 50% of the time.
