Job description

Position Overview:

The Procurement Manager – will manage the State’s procurement engagement needs in support of the Program Operations’ requirements where CAA is designated as the PRO (Producer Responsible Organization). This position will lead the issuance of RFQs/RFPs, set up of eRFX events in support of State identified needs. This will include supporting the competitive rate/price benchmarking of post consumer goods’ needs (i.e., carts, trucks, etc.) and engaging in negotiations where applicable according to State specific procurement requirements, policies and in alignment with CAA procurement standard practices. This role aims to achieve the best contractual arrangement(s), and to leverage the State and/or National specific SME for PRO standards and requirements given sourced goods and/or services. 

Primary Responsibilities

  • Defines and leads sourcing strategies, which includes supporting the methodology for recurring market price benchmarking for purchased and/or reimbursement rate card development of goods and services given State program plans and operational needs.
  • Facilitates fulfillment of goods/services using Procure to Pay (P2P) tools and adherence to established procurement processes.
  • Utilizes in-depth knowledge of procurement and strategic sourcing practices to timely establish viable and competitive contracts with suppliers and/or service providers. 
  • Leverages standardized sourcing strategies, functional practices and precedents and contributes inputs to CAA’s procurement negotiation playbooks.
  • Uses sound judgment and data analytics to propose different solutions outside of set parameters to address day-to-day, one-off, emergent, State specific or recurring issues. 
  • Drives value benefit to CAA through the fulfillment of procurement metrics, cost savings, and contract risk mitigation goals.
  • Demonstrated ability to prioritize and multi-task, supporting multiple high visibility procurement initiatives timely.
  • Communicates and collaborates with the State Project team to establish a robust pipeline of procurement engagements requiring support.
  • Conducts timely follow ups to obtain guidance as/where needed with internal/external stakeholders and management. 
  • Ensures contract and procurement practices compliance with federal, state, local regulations, industry standards and with CAA procurement standards, policies and best practices.
  • Supports special procurement projects as assigned
  • Travel if/as where needed to support contract negotiation and compliance management with suppliers/service providers.

Required Skills:

  • Knowledge of ESG and emerging standards
  • Strong experience in the use of Procure to Pay (P2P) systems, Contracts Lifecycle Management (CLM) tools, eRFX/RFP/RFI tools, category management, and supplier management practices
  • Ability to effectively collaborate and work independently and efficiently under pressure, with multiple priorities. 
  • Detail-Oriented and highly organized with the ability to prioritize tasks, adapt and provide critical thinking, recommendations and to present and summarize key issues and suggested paths of resolution.
  • Strong financial acumen especially related to formulating insights from data, supplied spend and financial analysis to budgets or other baseline information. 
  • Strong planning, organizing, coordinating and interpersonal skills.
  • Strong data analytical and negotiations skills
  • High proficiency in MicroSoft365, with Expert skills in Microsoft WORD, Excel, and PowerPoint.

Education & Experience

  • Bachelor’s degree from an accredited college or institution (MBA preferred) 
  • 10 years or more with a BA/BS degree in Procurement/Supply Chain or Finance, with experience in procurement, strategic sourcing and contracts management required
  • General knowledge of State specific recycling system, local government, and post-consumer supply chains (i.e., haulers, etc.).
  • Procurement and strategic sourcing experience in corporate, publicly traded company with experience working with local governments, state and/or national government organizations
  • Solid knowledge of acquisition regulations and contract negotiations and compliance practices
  • Applicants must have valid Driver’s License
  • Proficient in Workday preferred

Compensation and Other Information:

  • Location: Initially Fully Remote (future location TBD)
  • Salary range is based on a variety of factors in accordance with applicable law, including the successful candidate’s relevant experience, skills, knowledge, and work location. Additional Incentive Awards will be offered in addition to the base salary conditional upon meeting certain performance factors, as set forth more fully in any offer of employment made. In addition to base salary and an incentive opportunity, this role is eligible for medical, dental, and vision benefits, life insurance, retirement, and paid time off.
