Job description

ICF's Disaster Management (DM) Division seeks a fully developed Disaster Management Senior Hazard Mitigation and Resilience Analyst to support our growing portfolio of nation-wide hazard mitigation planning, federal grant assistance and floodplain management projects.  This position is Remote U.S. with up to 25% travel.  This position is Non-Managerial level.  

This position will have multi-faceted responsibilities related to project technical delivery and client engagement. A successful candidate will be equipped to lead the day-to-day delivery of assigned tasks, including but not limited to benefit-cost analysis, data analytics for risk and vulnerability assessments, policy research and analysis, grant writing, and writing for technical assessments. ICF seeks a team-oriented self-starter that will work proactively alongside colleagues, clients, and other contractors as directed to deliver quality products and services. This position will interface directly with clients upon arrival.

Salary Band Range for this opportunity:  $75,000 to $80,000 based on % match of qualifications/experience/responsibilities, location, and other. 

Key Responsibilities 
•    Lead small teams to conduct open-source policy research, document reviews and data analysis to support local hazard mitigation planning and grant application development. 
•    Perform benefit-cost analyses for complex infrastructure projects to assess future risk reduction benefits of hazard mitigation alternatives. 
•    Develop first drafts of written products (e.g., grant proposals, checklists, reports, etc.) and tools (e.g., dashboards, etc.) to support the design and implementation of client projects.
•    Develop agendas and deliver presentations to clients and other contractors to support project implementation activities. 
•    Support project managers with deliverable reviews and budget and schedule tracking for deliverable submission. 
•    Utilize geographic information systems (GIS) or other platforms for data analysis and visualization to help clients understand trends, relationships, and geographic context.
•    Assist with business development activities, including proposal writing, white papers, opinion pieces, and other marketing support.

Must Have Qualifications
•    Bachelor’s degree in Planning, Public and/or Environmental Justice or Policy, Economics, or similar field.
•    4+ years’ experience conducting research, analyzing data and policies, and developing products such as state and/or local policies, hazard mitigation plans, standard operating procedures, and grant applications.  
•    4+ years’ experience executing technical assessments related to hazard mitigation, including benefit-cost analysis and risk and vulnerability assessments (mapping using desktop GIS for geo-any-maps).  Examples may be requested. 
•    4+ years’ experience in policy analysis, grant writing, reporting, and progress tracking related to federal programs.
•    Able and willing to travel (flight/vehicle) for program needs as directed.
•    Must have a valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check. 

Preferred Qualifications (These may set candidates apart)
•    Master’s degree in Planning, Public and/or Environmental Policy, Economics, or similar field 
•    Experience with FEMA Hazard Mitigation Assistance (e.g. HMGP, FMA, BRIC) or HUD CDBG-DR and/or MIT programs, including experience using the FEMA BCA Toolkit
•    Grant writing experience for complex infrastructure projects or housing programs
•    Experience with Geographic Information Systems (GIS) and FEMA’s Hazus Program 
•    Data visualization and programming experience to support automation, including skillsets in Microsoft Excel, statistical analysis, and SQL
•    ASFPM Certified Floodplain Manager (CFM)

•    Proficient with Microsoft Office (Word, Excel, Outlook, and PowerPoint)

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$63,511.00 - $107,968.00
