Summary of the Job:

 

The Risk Program Manager is responsible for leading and managing the Bank’s Registered Investment Adviser (RIA) and Investment risk program, ensuring risk decisions align with regulatory requirements and enterprise policies. This role collaborates with business leaders and teams to oversee risk activities, manage the risk backlog, and enable efficient resource alignment. The Risk Program Manager works across first- and second-line risk functions to integrate and enhance the bank’s risk management model, improving speed to market while ensuring compliance.

About This Role:

 

This role is pivotal in ensuring the Bank's RIA operations remain compliant while supporting strategic business decisions that align with risk tolerance and regulatory standards.

Direct Scope and Accountabilities

Regulatory Compliance:

  • Maintain a comprehensive understanding of relevant laws, regulations, and enterprise policies.
  • Stay updated on risk trends, best practices, and industry standards.
  • Maintain compliance across all business strategies, products, services, and processes.
  • Oversee the preparation and timely submission of required regulatory filings (e.g. Form ADV)
  • Ensure accurate recordkeeping and retention of documentation as required by applicable regulations.

Program Execution and Monitoring

  • Develop, implement and maintain the RIA risk and compliance program, ensuring the program's design and operations meet SEC standards.
  • Create, update and enforce the firm’s policies and procedures, ensuring they effectively manage compliance risks and protect client interests.
  • Partner with internal and external stakeholders to ensure the program is designed and operating in compliance with all regulatory requirements.
  • Continuously monitor and improve the risk ecosystem, identifying efficiency and improvement opportunities.

Control Development

  • Design, implement, and oversee controls (directive, preventive, detective) to ensure compliance with SEC requirements across business functions, including investment management, client communications and trading practices.
  • Support change management, innovation, and process improvements.

Risk Assessment and Monitoring

  • Prioritize and manage corrective actions, coordinating with Corporate Compliance as needed.
  • Resolve compliance issues promptly and document remediation efforts.
  • Address escalations from Business Units, manage exception requests, and act on key risk decisions in the absence of the Business Risk Manager.

Testing & Analysis

  • Review testing reports and observations, draft action plans to address root causes, and work toward reducing future issues.
  • Perform regular internal reviews and compliance testing to verify adherence to policies and regulatory requirements.

Collaboration

  • Build and maintain strong relationships with business partners, controls teams, and second line partners (Corporate Compliance, Legal, etc.) to facilitate effective decision-making within the bank’s risk tolerance.
  • Advise senior leadership on compliance matters impacting business decisions, products, and services.
  • Provide regulatory risk expertise for multi-line projects and initiatives, collaborating with SMEs as needed.

  • Communication & Storytelling: Ability to communicate complex information clearly and effectively to all levels of management. Strong written and verbal communication skills, with the ability to engage senior management effectively.
  • Strategic & Tactical Thinking: Ability to balance strategic vision with tactical implementation to support business plans.
  • Compliance Knowledge: Deep understanding of compliance concepts, with the ability to build programs that meet complex regulatory requirements with specific focus on SEC and state regulatory requirements specific to RIAs.
  • Project & Time Management: Excellent organization skills with the ability to handle multiple priorities in a fast-paced environment.
  • Collaboration & Influence: Skilled in identifying and influencing key decision-makers across various organizational levels.

    The Ideal Candidate for This Role:

     

    Minimum Qualifications:

    • Experience: 5+ years in compliance, risk, internal audit, or regulatory roles within the Registered Investment Adviser (RIA) industry.
    • Certification: Professional License or Industry-Relevant Certification (or willingness to obtain within two years).
    • Technical Skills: Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams).
    • Knowledge Base: In-depth knowledge of SEC compliance regulations, BSA/AML, and operational risk requirements.
    • Analytical Ability: Strong analytical skills with a high attention to detail.
    • Independent Judgment: Ability to work independently and exercise judgment in complex problem-solving scenarios.

    Preferred Qualifications:

    • Mutual Fund Experience: Background in mutual fund sub-advisory.
    • Regulatory Agency Experience: Prior experience with regulatory agencies such as OCC, SEC, or FINRA.

    Compensation:

     

    Compensation range (base pay): $93,977.00-$159,762.00

    Final compensation offer to candidate may vary from posted hiring range based upon work experience, education, and/or skill level.
