GWAC Program Manager
The GWAC (Government-Wide Acquisition Contract) Manager will play a pivotal role in developing, managing, and executing strategies for pursuing, capturing, and winning large government contracts through GWAC vehicles. This role focuses on identifying opportunities, managing the proposal process, and coordinating with internal and external stakeholders to ensure the successful capture of federal contracts. The ideal candidate will have a deep understanding of the federal procurement process, GWACs, and extensive experience in business development in the government contracting space.

GWAC Program Manager Responsibilities Include:
- Long Term Pipeline Development: Identify and establish a long term GWAC Vehicles pipeline of 3-5 years that identifies critical market and capability growth aligned to corporate growth objectives in the 8(a) and large business areas
- Contract Portfolio Development: Develop a strategic approach to leveraging GWACs that aligns with the company’s client base, targeted client base, and long-term goals.
- Target Small Business/8(a) and Large Business vehicles and opportunities: Identify and assess GWAC vehicles to position small business 8(a), HUBZone, and large business competitive LLCs as well as to align to core capabilities and long-term growth objectives
- Market Research: Conduct comprehensive market analysis to identify trends in government spending, emerging technology needs, and new contract vehicles. Monitor which agencies are utilizing GWACs and for what types of procurements.
- Customer Identification: Identify federal agencies and their unique procurement needs that align with the GWACs the company is pursuing. This includes understanding customer pain points and aligning solutions accordingly.
- Predictive Analysis: Through strategic participation in the GWAC community, leverage data, community connections, and personal networks to gain insights into past government purchasing behavior and emerging scoring trends on current and upcoming GWACs. Analyze award patterns and market saturation to identify new opportunities.
- Pipeline Development: Build and maintain a strategic pipeline of GWAC vehicle opportunities. The manager must ensure there is an active process to track, qualify, and pursue new GWAC contracts.
- Teaming and Partnerships: Perform gap analysis and identify synergies between Cherokee LLC’s to respond competitively to large, complex GWACs. Identify and vet potential external subcontractors or partners to enhance the company’s capabilities.
- Relationship Management: Build and maintain strong relationships with key government officials and procurement to gain insights into upcoming opportunities and better position the company in the minds of government buyers.
- Performs other job-related duties as assigned.
GWAC Program Manager Experience, Education, Skills, Abilities requested:
- Bachelor's degree in Business, Marketing, Government Affairs, or related field. Master's degree preferred.
- 5+ years of experience in government contracting, with a strong focus on GWACs, IDIQ, or similar contract vehicles.
- Proven track record of successfully capturing and managing large federal contracts through GWAC vehicles.
- Strong understanding of the federal procurement process, including FAR (Federal Acquisition Regulation) and government acquisition strategies.
- Demonstrated ability to analyze complex opportunities, develop capture strategies, and execute plans to achieve desired outcomes.
- Knowledge of key federal agencies and their contracting processes.
- Prior experience with GSA Schedules, SEWP, Alliant, or similar GWACs.
- Existing relationships within federal procurement networks.
- Experience managing or participating in the entire life cycle of large government contracts.
- Experience working for a Tribal Organization, Alaskan Native Corporation or Hawaiian Native Organization is highly desired.
- Strong organization, planning and communication skills.
