Overview

DLH is looking for a dynamic and experienced Capture Manager to join our Growth and Capture team in the Health IT Operations Center. In this role, you will lead efforts to identify, qualify, and secure federal government opportunities, working closely with operation center managers and staff.

You will collaborate with cross-functional teams to design and implement effective capture strategies, enhancing our chances of success for both new and ongoing projects. Join us in driving impactful initiatives within the federal landscape!

Responsibilities

Duties will involve full life cycle capture including implementing the opportunity assessment process, bid/no bid decisions, building relationships with key partners, executing a winning proposal strategy, and supporting the effort through proposal and transition.

  • Supports multiple, fast turn-around bids across the Civilian Federal Health IT market.
  • Supports development of technical and management solutions by working proactively with subject area experts and with solution architects.
  • Develops the Capture Plans in coordination with leadership
  • Develops win themes/strategies, value propositions, and differentiators.
  • Ensures price to win (PTW) analysis is conducted and the PTW target is established.
  • Conducts competitive analyses and develops ghosting, differentiation, recommendations.
  • Participates in after action reviews for all business opportunity capture participants to document lessons learned and identifies necessary adjustments to capture technique, strategy, and actions.

Qualifications

  • Bachelor of Science degree; preferably in Health/Engineering/Science disciplines or in Business related fields.
  • Minimum of 5-7 years of experience in successfully leading captures in Health IT market, ideally with HHS agency.
  • Ability to work independently with minimal supervision.
  • Effective communication skills required to support internal collaboration, customer interaction, and to make formal presentations to senior decision makers.
  • Experience in analyzing and selecting teaming partners and negotiating sound teaming agreements.
  • Demonstrated knowledge of US government procurement practices.
  • Ability to travel up to 30% nationally.
  • Proximity to Bethesda location desired, but not required.
