The following position is to join our RTX Corporate Global Trade team:

The Associate Director, Global Trade Program Manager role reports directly to the Director, Global Trade Program Services and will join the RTX Global Trade organization as part of the Consent Agreement Program Office.

The role will be responsible for supporting the on-time completion of requirements outlined in the Consent Agreement and/or as directed by the Special Compliance Officer.  At the end of the 3-year Consent Agreement term, this role will help position RTX to certify completion of Consent Agreement to the Department of State. 

To achieve RTX certification and release from the Consent Agreement, this role will work collaboratively with the Consent Agreement Program Office to develop a program plan – based on Global Trade workstreams – that track required deliverables, deadlines, resources and funding.  The program must have a review cadence and tracking mechanism such that routine updates for the GT leadership team are available.

The role will, among other things, support the successful completion of the Consent Agreement Jurisdiction and Classification (JC) review for RTX.

What You Will Do

  • Track workstream deliverables and milestone progress using data visualization, integrity, analysis and reporting tools in MS Excel, MS Project, MS PowerBI, etc.
  • Communicate, collaborate, and coordinate across the businesses to manage the workstream and help ensure continual alignment.
  • Proactively identify risks and opportunities and develop with the businesses and the workstream leader solutions to those issues.
  • Manage Outsourcing and Contracting agreements and deliverables as needed.
  • Support drafting of progress reports.
  • Provide status reports to the Consent Agreement Program Office.
  • Provide jurisdiction and classification support as needed.
  • Support Corporate command media updates, including questions, feedback and final balloting.
  • Support execution of Corporate-related deliverables.
  • Other responsibilities as necessary to complete CA-related work.
  • Travel up to 20%, or as needed.

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum 12 years prior relevant experience, or an Advanced Degree in a related field and minimum 10 years’ experience.
  • Comprehensive understanding of U.S. export and regulations including, the Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR)
  • Previous experience working in an analytical capacity
  • Experience in change management, project management strategy, logistics, or similar program management role types.
  • U.S. Person (U.S. citizen, permanent resident, refugee or asylee).

Qualifications We Prefer

  • JC (Export Jurisdiction and Classification) Focal Level 2 or Level 3
  • Excellent interpersonal, leadership, and communication (verbal and written) skills.
  • Collaborative team player, possessing multi-tasking abilities, client focus, adaptive mindset, and work effectively on time sensitive matters and changing requirements.
  • Excellent business savvy to proactively identify and resolve problems quickly and efficiently, including cost/benefit analysis through processes.
  • Strong sense of urgency and ability to prioritize competing tasks.
  • Demonstrated ability meeting deadlines with attention to detail and final implementation.
  • Security Clearance (active, or ability to obtain).

Location

  • Hybrid from Farmington, CT or Arlington, VA, though Remote work will be considered for a non-local candidate. Hybrid employees work both onsite and offsite regularly.
  • For non-local candidates, up to 30% travel may be requested.

The salary range for this role is 158,000 USD - 316,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
