Job Summary

The Program Manager is responsible for the performance of programs and projects in accordance with requirements and company policies, procedures, and guidelines. The Program Manager is the primary face to the customer and takes ownership of the business entailed in strong overall project support. The Program Manager is also responsible for developing new business opportunities and supporting business development efforts including capture support and proposal development. The Program Manager acts as the overall administrative manager for personnel supporting the program and supporting projects.

As with any position, additional expectations exist.  Some of these are, but are not limited to, adhering to normal working hours, meeting deadlines, following company policies as outlined by the Employee Handbook, communicating regularly with assigned supervisor(s), and staying focused on the assigned tasks.

Responsibilities

  • Manage teams of personnel in support of technical and/or non-technical requirements.
  • Manage operational and contract aspects of projects.
  • Customer and employee interaction to ensure technical and contractual performance.
  • Execute to program level financial requirements and goals.
  • Responsible for the employment, training, coaching, mentoring, motivation, discipline, and performance evaluation of assigned employees.
  • Communicates job expectations and monitors, appraises, and reviews job contributions.
  • Manage and monitor subcontractor performance.
  • Defines, launches, and drives mission-critical strategic and operational initiatives in core technical and non-technical programs.
  • Resolves problems, identifies trends, determines improvements, and implements change.
  • Updates job knowledge by participating in educational opportunities, sharing professional publications, maintaining professional networks and professional organizations.
  • Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; explores opportunities to add value to company and customers.

Basic Qualifications

  • Bachelor’s degree in a technology, business, or equivalent field.
  • Fifteen (15) years of technical experience in support of program/projects, to include: Equipment Support, System Support, and Programmatic Support. 
  • Experience shall include at least eight (8) years of Program Management experience, to include: Technology Assessments, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning. 
  • Knowledge of Federal Acquisition Regulation (FAR)
  • and DoD procurement policies and procedures. 
  • Individual shall have written and oral communications abilities commensurate with this management role.
  • Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures. 
  • Note: Experience may be concurrent.
  • Must be a U.S. Citizen 

Preferred Qualifications

  • Fifteen (15) years of direct work experience and/or technical experience in support of DoD Systems or other federal agency Information Technology (IT) Systems, to include: Equipment Support, Systems Support, and/or Programmatic Support. Eight (8) years of Program Management experience, to include: Technology Assessments, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and/or Budget Planning. 
  • Five (5) years as Manager of DoD Systems or other federal agency IT Systems. 
  • PMP Certification.
  • Marketing and business development experience to include proposal development activities.
  • Knowledge of CMMI 
  • Process analysis and process improvement experience
