Key Responsibilities

• Act as the principal liaison for government management personnel, ensuring effective and consistent communication.
• Strategically identify and manage resources, schedules, and priorities in collaboration with the Program Manager and government representatives.
• Supervise contract services, including adherence to the Performance Work Statement (PWS), funding, and staffing requirements.
• Plan, schedule, and oversee all phases of large, intricate projects from inception through implementation and maintenance, focusing on cost, schedule, and performance metrics.
• Ensure comprehensive alignment of project activities with established goals and objectives, upholding strict standards for documentation and reporting.
• Proactively identify and address issues, creating and executing effective solutions.
• Handle all personnel actions, including recruitment, training, capability enhancement, and compliance with safety protocols.
• Monitor project deliverables, milestones, and timelines to guarantee optimal allocation of resources and successful execution.

Qualifications

Minimum Requirements:

• Active Secret Clearance.
• Master's degree or 6+ years of relevant experience in Business Administration, Project Management, or a related field, particularly in distributed learning, training, and education.
• Proven experience in leading complex technical projects within a high-volume, fast-paced environment.
• Strong verbal and written communication skills with excellent interpersonal abilities.
• Experience in contract performance analysis to ensure optimal utilization of resources.
• Must be a U.S. Citizen and eligible to obtain and maintain a U.S. Government Secret Clearance.
  
  

Preferred Qualifications

• Program or Project Management Professional Certification (PMP) is desirable.
• TS Clearance with SCI Eligibility is advantageous.
• Familiarity with government contract regulations and compliance.
• Knowledge of SCORM, cmi5, HTML5, and Learning Management Systems (LMS).
• Previous experience in developing and maintaining computer-based training and educational tools for the Department of Defense.
