DEPARTMENT OVERVIEW

Department Overview

UC Controller provides strategic leadership and support of systemwide financial functions including financial reporting, capital assets and debt accounting, federal and extramural costing policy, benefits accounting, endowment and investment accounting, payroll policy and compliance and taxation. We deliver efficient and effective financial services, provide best practices and guidance to our campus and medical center communities, develop and administer systemwide policies and procedures, and ensure the University’s financial systems are compliant with all University, State, and Federal laws, rules, and regulations. Financial Reporting with the Controller's Office is responsible for external and internal reporting for interim and year-end for the University of California, University of California Retirement System, and University of California Retiree Health Benefits Trust, performing technical accounting research and providing accounting guidance, coordinating various external audits and attestation services, ensuring the integrity of financial systems and reporting, working on major system innovations and coordinating programming efforts to create, improve and streamline accounting and reporting applications.

Position Summary

Reporting to the Associate Controller, the Financial Reporting Manager manages a team of accountants and directs the issuance of the University's external financial reports, interim reporting, the facilitation of the University's external audit, financial internal control initiatives, analytical reviews, financial and accounting policy and investigation of technical accounting matters for the University.

Key Responsibilities

  • 55% Financial Reporting and Audit Coordination
  • Ensures the issuance of a complete and accurate internal and external financial reports for the University of California (including its medical centers), University of California Retirement System (UCRS) and University of California Retiree Health Benefits Trust (UCRHBT) through coordination with University financial managers and technical accounting expertise.
  • Coordinates interim financial reporting with the University community and synthesizes financial information for University leadership.
  • Effectively communicate with all levels of the University, third-party service providers, including external auditors, in the completion of the financial statement audit and other attestation services needed for the University, UCRS, UCRHBT and its respective entities.
  • Ensure financial compliance with University policies and procedures, audit and accounting disclosure requirements, and applicable legal rules and regulation
  • 20% Accounting Research and Policy Development
  • Serves as a lead technical accounting resource by performing technical accounting research and consultations to the University community, issuing accounting guidance and policies to campuses, medical centers and Foundations based on GASB guidance, updating internal documentation on technical accounting issues and new accounting guidance and their application to internal and external reporting.
  • Provide technical accounting training, guidance and support to the University community as needed. Work closely with campus accounting groups to ensure consistent application of policies and procedures.
  • Drive reporting and technical excellence while supporting the development of practical business processes and solution. Perform and assist with complex analysis.
  • 15% Supervision - Plan, organize and manage the staff resources and work performed in the Financial Reporting unit to achieve goals and objectives of the Systemwide Controller group under the UC Finance division.
  • 10% Other - Represent the Systemwide Controller's Office in various programmatic initiatives. Participates in financial transformation initiatives, implement changes and establish best practices. Support operational needs including period closes of the Benefits Accounting, Investments and General Accounting and Capital Assets and Debt Accounting groups within the Controller's Office.

  • Solid knowledge of financial transactions and financial systems, as well as related policy, accounting, and regulatory compliance requirements.
  • Strong interpersonal skills, service orientation, ability to multi-task effectively in a varied, high volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills.
  • Knowledge of processes involved with the accounting cycle and fiscal close.
  • Experience in complex, higher education and/or large research university environments and an understanding of related priorities, issues, motivations and constraints.
  • Ability to prepare and update financial worksheets and analyses for auditors, management, boards, and others as necessary.
  • Ability to plan, organize and manage work and priorities for accounting staff.
  • Knowledge of industry best practices.
  • Knowledge of digital technologies and efficiently leverage the existing capabilities of available tools
  • Excellent inter-personal skills and ability to work effectively across the organization at all levels.

Preferred Qualifications

  • Knowledge of financial reporting applicable to employee benefit plans.

Education

Required Qualifications

  • Bachelor's degree in business administration, economics, accounting, or an allied field or an equivalent combination of education and experience and 8 years of experience of a professional nature with emphasis on analytical work.
