Purpose of the Role 

Applications are one of the core elements within our IT managed service and both application support and development teams provide support for large scale, local government corporate applications and smaller departmental systems. There is a wide variety of hardware platforms in use, although servers predominately fall into the on premise and cloud-based Windows category.  The successful candidate would lead on the completion of development work within a managed project or assist with other initiatives undertaken by the application development and support team. Working closely with colleagues, 3rd party suppliers and business users, you will be responsible for maintaining the smooth running of the Council’s bespoke integrations and batch processes, web services and ‘in-house’ developed applications. 

In addition to this, you will lead on the installation, testing and troubleshooting of 3rd party supplied application releases and hotfixes to windows middle-tier servers; including co-ordinating 3rd party supplier extranet web server updates. Your first project is to migrate existing bespoke processes from Oracle to SQL Server, developing a suite of SSIS packages to manage and automate file imports and exports to and from a 3rd party supplied (NEC) Revenues and Benefits system. 

 

Key responsibilities 

  • Complete assigned development work following the agreed standards, set out by the application development team leader. 
  • Where directed, lead in the specification, design, scope of effort, testing and implementation of development requests, following Agilisys project office processes.  
  • Complete assigned application server upgrades following agreed processes and 3rd party supplied technical documents. 
  • Actively share expertise with others, through mentoring and knowledge management. 
  • Participate in any additional, out of hours support, including weekends as and when required, for which overtime will be paid. 
  • Responsible for personal SLA and KPI adherence. 
  • Ensure a working knowledge of information technology products is maintained and undertake training when required. 
  • Assist with the production of documentation and coaching for users, when required. 
  • Provide support for existing applications and liaise with application team colleagues, customers, technical leads and 3rd parties, where necessary, on 2nd and 3rd line issues and queries, from service desk ticket creation to resolution within agreed SLAs, as and when required. 
  • Provide support to information security colleagues as the conduit to liaising with 3rd party suppliers on IT application server vulnerabilities, as and when required. 
  • Assist in maintaining the service’s application portfolio. 
  • Supervise junior team colleagues. 

 

Person specification 

  • Must have a Degree, HND or equivalent qualification in a computer related discipline or extensive relevant experience
  • Experience of working in at least one of the environments below is essential:
    • Local Authority/Local Government application development team
    • IT Managed Service
  • Experience of Object-Oriented programming is essential.
  • You must have three years’ experience of programming in a relevant language (SQL, .Net, Web development, VB.NET).
  • Working with Council IT clients/business development leads.
  • Assisting customers and project managers to scope new work specifications or changes.
  • Experience of Microsoft 365.
  • Understanding Windows Server 2016 / 2019 for both on premise and Azure environments would be desirable.
  • Exposure or knowledge of ITIL V4 would also be beneficial. 

 

The Ideal Candidate 

Skills 

  • Comprehensive SSIS experience. 
  • Extensive SQL Server and T-SQL. 
  • Webservices (SOAP and RESTful), WinSFTP. 
  • C#, VB.NET, Visual Studio IDE. 
  • HTML 5, CSS 3, Saas/Less, TypeScript/JavaScript or any framework (React, Angular, etc.). 
  • GitKraken/Subversion Source Control.
  • Familiarity with Revenues & Benefits, CRM, CMS and Payment systems is desirable (NEC, govService, Umbraco, Civica Icon).
  • Effective verbal, presentation, listening and communication skills.
  • Analysing, diagnosing, testing, and providing solutions or workarounds to application related business and technical issues.
  • Interpreting business requirements and implementing them into bespoke developed integrations and/or 3rd party applications.
  • Collaborative working with team members to assist with 2nd and 3rd line support on supported applications, as and when required. 
  • Following ‘how to guides’ and interpreting 3rd party application bulletins when implementing releases/ patches / scripts into the Test and Live environments.
  • Time management.
