Job Description: Proposal Manager

The Proposal Manager will manage the production of proposals while coordinating a proposal team with the relevant service/product/business knowledge required to produce a consistent, high-quality product for the win. Responsibilities include introduction and implementation of all necessary proposal procedures and processes. This is a highly interactive role, working with a variety of stakeholders across the organization to coordinate activities and schedules to meet challenging deadlines. Work is performed under general direction and independently determines and develops approaches to solutions. 
 
Responsibilities and Essential Duties:
 
  • Participate in strategic planning that includes evaluating marketing intelligence, identifying customer concerns and key issues, and developing win strategies.
  • Facilitate pursuit decision discussions for sales teams.
  • Ensure proposals and presentations are brand compliant.
  • Deliver professionally produced proposals within customer defined compliance and timeframes.
  • Coordinate, review, organize, and edit proposal input from various stakeholders to improve clarity: involves contributions from product and consulting sales teams, contracts/legal, partners, and finance.
  • Manage proposal response schedule and engage in proposal knowledge management processes.
  • Develop proposal compliance matrix and fulfill requirements through proposal development effort.
  • Assist in writing the proposal narrative and leverage current proposal boilerplate content.
  • Maintain re-use libraries and ensure accuracy of current information.
  • Guide sales and consulting team members on the company’s proposal development process.
  • Work in close cooperation with other areas of the organization.
Qualifications: 
 
  • Bachelor's degree in related field (Business, Communication, Journalism, or English) preferred.
  • 3-4 years’ experience analyzing Public Sector RFPs (Federal Government preferred), developing proposal support documents (matrices, schedules, templates, etc.), leading proposal kick-off meetings, facilitating review cycles and final document review, coordinating proposal governance/sign-off, and delivery of completed proposals.
  • 1-2 years’ business experience, preferably in IT public sector industry.
  • Expertise in using job-related software applications, including Adobe Acrobat Pro and Microsoft Office Suite with advanced skills in MS Word and/or intermediate level in Excel
  • APMP membership/certification is preferred 
 Knowledge/Skills/Abilities:
 
  • Ability to build and maintain positive relationships to collaborate across organizational and external stakeholders.
  • Must be a self-starter with the ability to manage multiple priorities/tasks and possess strong organizational and time management skills.
  • Confident with communication and influence at a senior level.
  • Strong editing and writing skills for proposal content and development.
  • Ability to operate effectively in complex environments, coordinate activities, and build schedules to accommodate geographically dispersed teams.
  • Strong team player, self-motivated, friendly, and enthusiastic disposition.
