Description


The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Community Development & Revitalization (CDR) Department.

Manager III - Performs complex (journey-level) managerial work administering the daily operations and activities of an agency’s business function, division, or department. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Job Elements

  • Oversees the activities of GLO-CDR State Run Housing Single Family team and individual staff to establish goals, objectives, and priorities; develop and approve schedules; institute standards for achieving goals; and manage evaluation activities.

  • Carries out personnel management functions ensuring consistent and equitable employee performance evaluations are conducted, appropriate and complete documentation is maintained, and team development plans are kept current. Ensures timeliness and consistency for the single family housing team.

  • Oversees contracting, program compliance, and implementation of all single family housing activities assigned to the State Run Housing team within GLO-CDR and performs program related activities.

  • Confers with Director of Housing to develop strategic plans and long- and short-term goals for the single family housing team and assists with the establishment of planning, implementation, coordination, monitoring, and evaluation of CDBG and GLO-CDR policies and procedures to ensure compliance across all programs and allocations.

  • Oversight of GLO-CDR single family housing vendors procured to assist with the administration of disaster recovery programs to ensure CDBG program compliance, contract compliance, and productivity.

  • Develops and implements techniques for evaluating activities across all programs and allocations, identifies areas needing change, and makes recommendations for operational improvement.

  • Prepares regularly scheduled management and productivity reports related to housing activities, studies and assesses GLO-CDR and other reports that affect the team, and provides ad hoc reports and status updates as requested.

  • Serves as a liaison and representative for GLO-CDR programs with the constituents, elected officials, their assignees, vendor representatives and the general public through a general knowledge of all GLO-CDR programs and activities.

  • Coordinates with other GLO and CDR sections and departments on program related activities to ensure compliance and efficiency.

  • Maintains knowledge of and proficiency in all GLO and CDR systems of record including Texas Integrated Grant Reporting (TIGR), Texas Records System (TRecS), BuySpeed (BSO), DocuShare, and others as required by Grant Management to ensure program compliance.


Qualifications


Minimum Qualifications

Graduation from an accredited four-year college or university with major course work in Public Administration, Business Management, Business Administration, Leadership or other related field.
Two (2) years experience in the management of a business function, division, or department.

Experience and education may be substituted for one another.

Preferred Qualifications

  • Experience managing programs related to Housing and Urban Development (HUD), Disaster Recovery, Grant Management or related field. Familiar with State and Federal programs related to housing, housing management, grant management and disaster recovery.

  • Experience managing CDBG-DR or other federally funded disaster recovery programs and/or staff overseeing projects in such programs.

  • Work experience in overseeing the planning, coordinating, and managing of multi-level, complex programs/projects.

  • Work experience in business process and workflow analysis.

(Manager III) 3+ years experience in a supervisory capacity responsible for the work performance and timely deliverables of others.
(Manager IV) 5+ years experience in a supervisory capacity responsible for the work performance and timely deliverables of others.
