The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our CDR-Program Integration program area.

Performs moderately complex (journey-level) computer systems analysis work. Work involves analyzing and identifying system requirements, procedures, and problems to automate processing or to improve existing systems, and implementing designs using software programming languages. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Essential Job Elements

  • Provides technical assistance and support for troubleshooting Grant Management Systems related problems. Assists in formulating logical descriptions of problems and devising optimum solutions.
  • Interprets, designs, modifies, and implements enhancements and/or modifications in the Grant Management Systems based on discovery meetings with users. Develops programs and applications, client and server application development processes and uses multimedia and internet technology.
  • Analyzes, develops and tests new or existing procedures, objects, and workflows in Grant Management Systems for efficiency and effectiveness.
  • Assists with defining and supporting the goals of the Grant Management Systems and devises flow charts and diagrams describing logical and operational steps of projects.
  • Analyzes, migrate, and interprets system data.
  • Assists in information systems security administration. Performs related work as assigned and complies with all GLO policies.
  • Analyzes, evaluates, and makes recommendations concerning existing information technology and systems processes and the development of new procedures, standards, tools, and techniques.
  • As it relates to the position, obtain proficiency in TIGR, using it to assist in the completion of all applications, projects, project sites and budgets as required by CDR Management.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with major coursework in computer science, computer information systems, management information systems, or a related field is generally preferred. Education and experience may be substituted.
  • Three (3) years of full-time systems analysis and design work, testing, support, or closely related experience.

Preferred Qualifications

  • Knowledge of the Texas Integrated Grant Reporting (TIGR) system.
  • Expertise in Microsoft Dynamics software.
  • Proficiency in using Microsoft Visio and other Microsoft products.
  • Knowledge of GLO business domains such as (but not limited to) disaster response and recovery.
  • Experience working as a systems analyst or a similar role.

Knowledge, Skills, and Abilities

  • Knowledge of the limitations and capabilities of computer systems, and techniques used in the design of automated and non-automated systems, information technology equipment, applicable programming languages, computer hardware and software, and computer operating systems.
  • Skills in solving problems in a help desk environment. Skills in troubleshooting computer systems.
  • Ability to analyze systems and procedures, write and revise standards and procedures, handle multiple projects, and communicate effectively.
  • Ability to attend work regularly and adhere to an established work schedule in accordance with agency leave and attendance.

Physical Requirements

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
