Summary

The Medical Specialist Staff Office (MSSO) within the Bureau of Medical Services (MED) manages the hiring and on-boarding of medical professionals, makes post assignments, provides ongoing continuing education and a path for professional development in support of the Department of State's worldwide medical program so the diplomatic community has access to adequate medical care and health service support while posted abroad.

Duties
Analyzes and evaluates program, identifies problems or deficiencies, and typically provides workable solutions, and implements improvement plans to meet established goals and objectives.
Plans and coordinates the Foreign Service Medical Specialists (FSMS) recruitment program in connection with the Department’s workforce and strategic recruitment plans .
Works in collaboration with Global Talent Management to manage the vacancy announcements for the four medical specialties, Medical Providers, Regional Medical Laboratory Scientists, Regional Medical Officers and Regional Medical Officer/Psychiatrist.
Identifies recruitment methods to source and attract qualified candidates for Foreign Service Medical Specialists from colleges and universities medical schools and residency programs, professional and minority organizations, and medical conferences.
Tracks the progress of the application process in coordination with the MED Human Resources from the evaluation, assessment, selection, license and credentialing, clearance and hiring stages.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience organizing and successfully carry out recruitment programs with universities, professional organizations, and community groups.
Experience with various marketing techniques to promote Medical Specialist recruitment programs.
Experience identifying, researching, developing, writing, and editing material for electronic and print media.
Experience recruiting healthcare professionals.

There is no substitute of education for specialized experience for the GS-13 position.
