This position is located in the Bureau of International Security & Nonproliferation, Office of Export Control Cooperation (ISN/ECC). ISN/ECC is responsible for coordination of U.S. export and border control assistance programs and directly manages the Export Control and Border Security (EXBS) Program. The Financial Management Specialist provides strategic planning, management, and oversight of programs.

Duties
Provides long-range financial planning and resource strategies. Identifies and justifies the resources for the Export Control and Related Border Security Program (EXBS) through the annual budget process.
Refines and implements processes for the effective management of Office of Export Control Cooperation (ECC) funds, particularly the obligation, monitoring, and close-out of grants, letter grants, contracts, and interagency agreements.
Reviews justifications of all funding proposals and identifies optimum opportunities for meeting and exceeding program goals and objectives, including through end-of-year supplemental funding.
Works closely with other offices involved in procurement and acquisition to improve communications, flags budgetary issues of concern including End-of-Fiscal-Year deadlines, and cooperatively works toward program objectives.
Coordinates and provides financial oversight for a team of technical and scientific contractors and consultants working throughout the U.S. and overseas to support the delivery of specialized nonproliferation programming in priority states.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience managing foreign assistance funds.
Experience devising financial management strategies and policy guidance related to the administration of programmatic funds.
Experience overseeing the financial management of multi-millions of dollars in grants and contracts.

There is no substitute of education for specialized experience for the GS-14 position.
