Overview:
The Healthcare Delivery PMO Manager (PMO Manager) will work under minimal supervision of the Vice President of Operations and serve as a strategic thinking partner and operational leader within the Healthcare Delivery Division. The PMO Manager is responsible for providing leadership, coordination and management of the PMO processes and functions, as well as managing the day-to-day operational activities of the PMO team and assigned projects. This includes overseeing projects originating from any department within Central Health from initiation to completion; leading efforts to continuously improve the consistency, predictability and efficiency of project delivery; growing the team's ability to anticipate, recognize, and resolve issues; and promoting a culture of high performance and customer satisfaction with internal and external stakeholders. This role will work within established governance procedures to ensure that all projects align with strategic objectives and are driven by the appropriate working owner. The PMO Manager will also serve as a project manager for select initiatives and perform other duties as assigned.

This position is considered Hybrid, which means that individuals in this position may work both at an approved Offsite location and Onsite at a primary location or multiple locations based on Business Needs.
Responsibilities:
Essential Duties:

  • Directly supervise HCD Operations PMO staff, including overseeing and participating in team processes, assigning and prioritizing work, setting employee goals, reviewing team performance metrics and completing performance reviews
  • Analyze problems related to project management and develops solution-focused recommendations
  • Develop departmental standard operating procedures, processes, and guidelines pertaining to the PMO
  • Direct PMO staff, providing day-to-day management and oversight of all phases of projects from inception to close, including assigning and prioritizing projects according to PMO resources
  • Ensure that all projects are driven by an appropriate business owner and aligned with a strategic objective
  • Proactively work with direct reports to identify and resolve project issues
  • Directly manage and coordinate projects to include developing project work plans, scope, timeline, and objectives, leading project team activities, managing stakeholder relationships, conducting data analysis, and managing day-to-day operational aspects of a project through to closing.
  • Utilize standardized department tools/software systems to monitor progress toward project milestones and deadlines, reassigning resources when necessary to meet organizational objectives
Identify metrics to analyze and evaluate portfolio and project performance to improve the efficacy of project delivery
  • Participate in strategic or operational planning exercises for the Department, Central Health, or stakeholders.
  • Seek out learning opportunities to improve knowledge, skills, and abilities regarding project management and healthcare delivery
  • Perform other duties as assigned.

Knowledge/Skills/Abilities:

Knowledge of:
  • Project management principles
  • Clinical and administrative healthcare operations
  • Short and long-term budgeting and forecasting
  • Quality improvement planning
  • Strategies and challenges around healthcare delivery to individuals who earn less than 200% of the federal poverty level
Skill in:

  • Drives a culture of urgency, on-time, on-budget, and in-scope project delivery
  • Monitors and ensures adherence to Healthcare Delivery Operations PMO process standards for all projects within assigned portfolios
  • Identifies training needs and creates necessary training programs to ensure staff is well-trained on PMO best practices and processes
  • Works with PMO team to collect and organize project documentation, policies, procedures, and other resources and use this to develop and maintain an internal knowledge base.

Qualifications:
MINIMUM EDUCATION: Bachelor’s degree

PREFERRED EDUCATION: Master’s degree

MINIMUM EXPERIENCE:
  • 3 years of supervisory experience with a Bachelor’s degree OR
  • 1 years of supervisory experience with a Master’s degree
  • 5 years of experience with PMO processes and best practices
  • 3 years of experience in healthcare operations

PREFERRED EXPERIENCE:
  • Experience in portfolio management. Experience leading and/or establishing PMO at an organization

REQUIRED CERTIFICATIONS/LICENSURE:
Failure to acquire the certification(s) by the below deadline(s) will result in termination of employment immediately after the deadline has passed. Certification/licensure renewal deadlines must be maintained by the individual employee, as applicable.:
  • PMP Certification; will be required to acquire within 1 year from date of hire
